The vote, which occurred earlier this month, marked the first time the commission has fined a construction company for violating the policy.<\/span><\/span><\/span><\/span><\/span><\/span><\/li>\n<li><span><span><span><span><span><span>Both subs worked for Kaplan Construction, the lead contractor on an affordable rental housing project funded by the city. Kaplan, as a result, will be responsible for paying the fine on behalf of the subcontractors, GBH reported. Kaplan did not respond to Construction Dive\u2019s request for comment.<\/span><\/span><\/span><\/span><\/span><\/span><\/li>\n<\/ul>\n<h3 class=\"standard-heading\"><span><span><span><span><span><span>Dive Insight:\u00a0<\/span><\/span><\/span><\/span><\/span><\/span><\/h3>\n<p><span><span><span><span><span><span>According to the city\u2019s 1983 job policy, which was updated in 2017, most major building projects in the city must employ 51% Boston residents, 40% people of color and 12% women. In 2021, the commission again updated its policy to allow for sanctions or fines against contractors that don\u2019t submit their labor reporting in a timely manner or attend corrective meetings, GBH News reported, but it cannot fine contractors for failing to hit the diversity hiring targets.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span>The city\u2019s <\/span><\/span><\/span><\/span><\/span><\/span><a rel=\"nofollow noopener\" href=\"https:\/\/www.boston.gov\/sites\/default\/files\/file\/2023\/01\/Recommendation%20for%20consideration%20of%20sanctions%20%20-%209%20Leyland%20Street%20%2812_28_22%29%20-%20NOTICE-2.pdf\" target=\"_blank\"><span><span><span><span><span><span><span><span>fine recommendations<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/a><span><span><span><span><span><span> totaled $399,000, but GBH News reported most commissioners elected to not levy the higher sanctions because many employers on the project had a history of hiring Boston residents, women and people of color.\u00a0<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span>Last summer, the <\/span><\/span><\/span><\/span><\/span><\/span><a rel=\"nofollow noopener\" href=\"https:\/\/www.constructiondive.com\/news\/boston-policy-asks-diversity-plans-construction-private-projects\/630246\/\" target=\"_blank\"><span><span><span><span><span><span><span><span>city sought to improve diversity and local<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/a><span><span><span><span><span><span> hiring across private projects. A measure passed in August requested developers looking to build projects over 20,000 square feet submit plans that include economic participation, employment and management roles for people of color and women within the scope of the project.\u00a0<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span>Many diversity and equity hiring efforts, however, are mostly aspirational.
