The plan, which called for the construction of 10 new skyscrapers housing mostly office space and about 1,800 apartments, formed part of the <\/span><\/span><\/span><\/span><\/span><\/span><a rel=\"nofollow noopener\" href=\"https:\/\/esd.ny.gov\/sites\/default\/files\/Penn-Cost-Shares-07242022-2.pdf\" target=\"_blank\"><span><span><span><span><span><span><span><span>$22 billion Penn Station redevelopment<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/a><span><span><span><span><span><span>.<\/span><\/span><\/span><\/span><\/span><\/span><\/li>\n<li><span><span><span><span><span><span>Muted demand for office space, high interest rates and unfavorable capital markets have pushed Vornado to delay the Penn Station project for another two to three years, and to rethink its new construction work, said Michael Franco, Vornado president and CFO, during the company\u2019s earnings call last week.<\/span><\/span><\/span><\/span><\/span><\/span><\/li>\n<li><span><span><span><span><span><span>The proposed skyscrapers formed part of New York <\/span><\/span><\/span><\/span><\/span><\/span><a rel=\"nofollow noopener\" href=\"https:\/\/esd.ny.gov\/penn-station-area\" target=\"_blank\"><span><span><span><span><span><span><span><span>Gov. Kathy Hochul\u2019s plan to redevelop Penn Station<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/a><span><span><span><span><span><span> by using the tax revenue generated by the Vornado project to fund the reconstruction of the transit hub.<\/span><\/span><\/span><\/span><\/span><\/span><\/li>\n<\/ul>\n<h3>Dive Insight:<\/h3>\n<p><span><span><span><span><span><span>A full year of higher interest rates will cause 2023 to be a slower year for construction activity, said Vornado CEO Steven Roth during the call.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span>\u201cSteel, concrete and curtain walls are important, but in our business, capital is the essential raw material,\u201d said Roth, who said high interest rates are making funding for projects scarce.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span>Meanwhile, construction financing, if available, remains \u201cvery expensive,\u201d said Franco. Roth said the capital markets are \u201cmaking it almost impossible to build new.\u201d\u00a0<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span>Yet the Federal Reserve will likely maintain higher borrowing costs for the considerable future, said Anirban Basu, chief economist at Associated Builders and Contractors, recently in a press release. That could further cause dips in <\/span><\/span><\/span><\/span><\/span><\/span><a rel=\"nofollow noopener\" href=\"https:\/\/www.constructiondive.com\/news\/contractors-confident-falling-backlog-construction-economy\/642779\/\" target=\"_blank\"><span><span><span><span><span><span><span><span>backlog and contractor confidence levels<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/a><span><span><span><span><span><span>.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span>Last fall, Roth brought up the difficulty of developing new projects in a shaky economy, leading Hochul to say that the Penn Station redevelopment project will move forward with or without Vornado and that the city has \u201cother sources of financing for Penn Station,\u201d <\/span><\/span><\/span><\/span><\/span><\/span><a rel=\"nofollow noopener\" href=\"https:\/\/www.ny1.com\/nyc\/all-boroughs\/transit\/2022\/11\/02\/hochul-vornado-penn-station-redevelopment-plan\" target=\"_blank\"><span><span><span><span><span><span><span><span>according to NY1<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/a><span><span><span><span><span><span>.\u00a0<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span>Other developers have also attributed the economic climate to pushing project prices even higher.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span>For example, the cost of the <\/span><\/span><\/span><\/span><\/span><\/span><a rel=\"nofollow noopener\" href=\"https:\/\/www.constructiondive.com\/news\/600-million-mutual-of-omaha-tower-breaks-ground\/641846\/\" target=\"_blank\"><span><span><span><span><span><span><span><span>Mutual of Omaha headquarters tower<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/a><span><span><span><span><span><span> in downtown Omaha, Nebraska, has jumped from $443 million to $600 million. Similarly, the developers of the MSG Sphere entertainment project in Las Vegas raised its price tag about $180 million in November due to the ongoing impact of inflation and global supply chain pressures.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span>Sarah Martin, Dodge Construction Network senior economist, said to expect <\/span><\/span><\/span><\/span><\/span><\/span><a rel=\"nofollow noopener\" href=\"https:\/\/www.constructiondive.com\/news\/2023-outlook-commercial-starts-tick-down\/639110\/\" target=\"_blank\"><span><span><span><span><span><span><span><span>weakness in traditional office projects<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/a><span><span><span><span><span><span> this year, especially as remote and hybrid work continue to be prevalent.\u00a0<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span>Roth said he sees office occupancy beginning to pick up in Vornado\u2019s portfolio, but does not expect a full five-day in-office work week to ever return again.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span>\u201cWe\u2019re getting close to 60% [office occupancy] on Tuesdays, Wednesdays and Thursdays,\u201d said Roth during the earnings call. \u201cI think you can assume Friday is dead forever.
