The tariff rates on most metals and metal products will double from 35% to 70% beginning April, and would target \u201ca crucial revenue generating sector of the Russian economy,\u201d U.S. Trade Representative Katherine Tai said in a statement Friday.\u00a0<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span>The administration also raised tariffs on other Russian products, including chemicals and minerals, to 35%.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span>\u201cThese actions are carefully calibrated to put economic pressure on Russia while minimizing costs to U.S. consumers,\u201d Tai said. \u201cAs President Biden said in Poland earlier this week, the United States and our Allies and partners will hold accountable those who are responsible for this war.\u201d<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span>Aluminum tariffs will be implemented in March, and comes as U.S. businesses continue to import Russian metals despite the ongoing war. Imports from Russia increased in both 2021 and 2022, according to a presidential proclamation, and the country is the <\/span><\/span><\/span><\/span><\/span><\/span><a rel=\"nofollow noopener\" href=\"https:\/\/www.whitehouse.gov\/briefing-room\/presidential-actions\/2023\/02\/24\/a-proclamation-on-adjusting-imports-of-aluminum-into-the-united-states-4\/\" target=\"_blank\"><span><span><span><span><span><span><span><span>fifth-largest source<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/a><span><span><span><span><span><span> of imported aluminum in the U.S.\u00a0<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span>\u201cI recognize that concerns about aluminum imports from Russia and their impact on our national security are shared by other countries, and that we need to work together with our partners to ensure that the global market distortions caused by Russian aluminum articles do not distort our markets and threaten our national security,\u201d Biden <\/span><\/span><\/span><\/span><\/span><\/span><a rel=\"nofollow noopener\" href=\"https:\/\/www.whitehouse.gov\/briefing-room\/presidential-actions\/2023\/02\/24\/a-proclamation-on-adjusting-imports-of-aluminum-into-the-united-states-4\/\" target=\"_blank\"><span><span><span><span><span><span><span><span>said in a statement<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/a><span><span><span><span><span><span>.\u00a0<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span>In announcing the new aluminum tariff, Biden noted that U.S. imports of Russian aluminum increased by 53% between March and July 2022 following Russia\u2019s invasion.\u00a0<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span>The American Primary Aluminum Association, representing the domestic aluminum industry, applauded the move, <\/span><\/span><\/span><\/span><\/span><\/span><a rel=\"nofollow noopener\" href=\"https:\/\/www.prnewswire.com\/news-releases\/apaa-applauds-biden-administrations-increased-tariffs-on-russian-aluminum-and-calls-for-continued-us-support-for-domestic-aluminum-market-301755504.html\" target=\"_blank\"><span><span><span><span><span><span><span><span>saying in a statement<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/a><span><span><span><span><span><span> that the higher tariffs would address \u201cgrowing unfair trade advantage [of] the Russian aluminum industry.\u201d<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span>Century Aluminum also issued a statement <\/span><\/span><\/span><\/span><\/span><\/span><a rel=\"nofollow noopener\" href=\"https:\/\/www.yahoo.com\/now\/century-aluminum-issues-statement-support-161900772.html\" target=\"_blank\"><span><span><span><span><span><span><span><span>praising the administration\u2019s move<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/a><span><span><span><span><span><span>. \u201cFor too long, Russian aluminum producers have flooded the market with excess production, undercutting U.S. competitors without consequence,\u201d the company said.\u00a0<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span>Tariffs on Russia increased last year after the U.S. moved to<\/span><\/span><\/span><\/span><\/span><\/span><a rel=\"nofollow noopener\" href=\"https:\/\/www.supplychaindive.com\/news\/congress-votes-suspend-trade-ties-russia-ban-oil-imports-ukraine\/621769\/\" target=\"_blank\"><span><span><span><span><span><span><span><span> suspend normal trade relations<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/a><span><span><span><span><span><span> with the country as a response to its invasion of Ukraine. Along with allowing for duty increases, the U.S. banned oil imports from Russia.\u00a0<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span>Domestic steelmakers \u2014 many of whom rely on metal alloys from Russia \u2014 were among those who warned about the negative commercial impact of trade tensions between the two countries at the time<\/span><\/span><\/span><\/span><\/span><\/span><span><span><span><strong><span><span> <\/span><\/span><\/strong><\/span><\/span><\/span><span><span><span><span><span><span>of the trade suspension.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span>Steel producer Cleveland-Cliffs noted<\/span><\/span><\/span><\/span><\/span><\/span><a rel=\"nofollow noopener\" href=\"https:\/\/www.sec.gov\/ix?doc=\/Archives\/edgar\/data\/0000764065\/000076406523000032\/clf-20221231.htm\" target=\"_blank\"><span><span><span><span><span><span> <\/span><\/span><\/span><\/span><\/span><\/span><span><span><span><span><span><span><span><span>in its most recent 10-K<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/a><span><span><span><span><span><span> that, historically, around two-thirds of imported pig iron was sourced from either Russia or Ukraine.
