Gina Raimondo said during a speech at Georgetown University on Thursday.<\/span><\/span><\/span><\/span><\/span><\/span><\/li>\n<li><span><span><span><span><span><span>The pot of $39 billion in federal funding is meant to incentivize semiconductor manufacturers to build sites in the U.S., Raimondo said. More funding will be released for supply chain and R&amp;D operations in the coming months.\u00a0<\/span><\/span><\/span><\/span><\/span><\/span><\/li>\n<li><span><span><span><span><span><span>Such money is part of a broader plan the secretary mentioned to build two large-scale clusters of semiconductor fabs by 2030. Each cluster will include a surrounding supplier ecosystem, R&amp;D facilities and specialized infrastructure. <\/span><\/span><\/span><\/span><\/span><\/span><\/li>\n<\/ul>\n<h3>Dive Insight:<\/h3>\n<p><span><span><span><span><span>Signed by President Joe Biden in August, <\/span><\/span><\/span><\/span><\/span><a rel=\"nofollow noopener\" href=\"https:\/\/www.supplychaindive.com\/news\/chips-act-biden-semiconductor-manufacturing\/629328\/\" target=\"_blank\"><span><span><span><span><span><span><span>the CHIPS and Science Act<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/a><span><span><span><span><span> sets aside over $50 billion<\/span><\/span><\/span><\/span><\/span><span><span><span><span><span><span>\u00a0to <a rel=\"nofollow noopener\" href=\"https:\/\/www.nist.gov\/chips\" target=\"_blank\">boost U.S. semiconductor manufacturing<\/a>, R&amp;D and workforce <\/span><\/span><\/span><\/span><\/span><\/span><span><span><span><span><span>development.<\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span>Now<\/span><\/span><\/span><\/span><\/span><span><span><span><span><span><span>, the Commerce Department <\/span><\/span><\/span><\/span><\/span><\/span><span><span><span><span><span>is working to deploy that money. Earlier this month, the department<\/span><\/span><strong><span><span> <\/span><\/span><\/strong><\/span><\/span><\/span><span><span><span><span><span><span>released an <\/span><\/span><\/span><\/span><\/span><\/span><a rel=\"nofollow noopener\" href=\"https:\/\/www.nist.gov\/news-events\/news\/2023\/02\/news-chips-incentives-and-rd\" target=\"_blank\">expected timeline<\/a><span><span><span><span><span><span> on funding opportunities and application processes.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span>In addition to the applications set to open next week, <\/span><\/span><\/span><\/span><\/span><a rel=\"nofollow noopener\" href=\"https:\/\/www.nist.gov\/news-events\/news\/2023\/02\/news-chips-incentives-and-rd\" target=\"_blank\"><span><span><span><span><span><span><span><span>later <\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><span><span><span><span><span><span><span>this spring<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/a><span><span><span><strong><span><span> <\/span><\/span><\/strong><\/span><\/span><\/span><span><span><span><span><span><span>the Commerce Department will announce funding focusing on material suppliers and equipment manufacturers. In <\/span><\/span><\/span><\/span><\/span><\/span><span><span><span><span><span>early<\/span><\/span><strong><span><span> <\/span><\/span><\/strong><\/span><\/span><\/span><span><span><span><span><span><span>fall, the agency will announce a funding opportunity <\/span><\/span><\/span><\/span><\/span><\/span><span><span><span><span><span>to support<\/span><\/span><strong><span><span> <\/span><\/span><\/strong><\/span><\/span><\/span><span><span><span><span><span><span>the construction of semiconductor R&amp;D facilities.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span>\u201cWhile I\u2019ve focused on manufacturing, our success will be short-lived if we focus only on manufacturing,\u201d Raimondo said <\/span><\/span><\/span><\/span><\/span><\/span><span><span><span><span><span>in her remarks<\/span><\/span><\/span><\/span><\/span><span><span><span><span><span><span>. \u201cThe $39 billion in incentives will bring semiconductor manufacturing back to the U.S., but a robust R&amp;D ecosystem will keep it here.\u201d<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span>The secretary highlighted<\/span><\/span><\/span><\/span><\/span><span><span><span><span><span><span> $11 billion from the CHIPS Act <\/span><\/span><\/span><\/span><\/span><\/span><span><span><span><span><span>that will be used to<\/span><\/span><strong><span><span> <\/span><\/span><\/strong><\/span><\/span><\/span><span><span><span><span><span><span>strengthen the <\/span><\/span><\/span><\/span><\/span><\/span><span><span><span><span><span>country\u2019s <\/span><\/span><\/span><\/span><\/span><span><span><span><span><span><span>semiconductor R&amp;D ecosystem <\/span><\/span><\/span><\/span><\/span><\/span><span><span><span><span><span>and create<\/span><\/span><\/span><\/span><\/span><span><span><span><span><span><span> the<\/span><\/span><\/span><\/span><\/span><\/span><a rel=\"nofollow noopener\" href=\"https:\/\/www.nist.gov\/chips\/national-semiconductor-technology-center-update-community\" target=\"_blank\"><span><span><span><span><span><span> <\/span><\/span><\/span><\/span><\/span><\/span><span><span><span><span><span><span><span><span>National Semiconductor Technology Center<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/a><span><span><span><span><span><span>.\u00a0<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span>\u201cThe NSTC will be an ambitious public-private partnership where government, industry, customers, suppliers, educational institutions, entrepreneurs, and investors converge to innovate, connect, and solve problems,\u201d Raimondo said. \u201cWe envision a network of several centers around the country, solving the most impactful, relevant and universal R&amp;D challenges in the industry.\u201d<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span>Several<\/span><\/span><strong><span><span> <\/span><\/span><\/strong><\/span><\/span><\/span><span><span><span><span><span><span>semiconductor manufacturers have announced new facilities or expansions within the U.S. since the CHIPS Act was enacted last year.
