{"id":14158,"date":"2023-03-14T08:02:12","date_gmt":"2023-03-14T15:02:12","guid":{"rendered":"https:\/\/essential.construction\/news\/industry-leaders-call-for-more-construction-immigration\/"},"modified":"2023-03-14T08:02:20","modified_gmt":"2023-03-14T15:02:20","slug":"industry-leaders-call-for-more-construction-immigration","status":"publish","type":"post","link":"https:\/\/essential.construction\/news\/industry-leaders-call-for-more-construction-immigration\/","title":{"rendered":"Industry leaders call for more construction immigration"},"content":{"rendered":"<p> <a href=\"https:\/\/essential.construction\/files\/membership-default-internal\/\" class=\"memberhide\"><img decoding=\"async\" src=\"https:\/\/essential.construction\/news\/wp-content\/uploads\/sites\/15\/2023\/01\/20220718_175041000_iOS.jpg\" alt=\"-\"><\/a><br\/><br \/>\n<\/p>\n<div>\n<p>The CLC has submitted evidence to the government\u2019s Migration Advisory Committee (MAC) detailing roles it believes should be on the shortage occupation list to make it easier for contractors to employ migrant workers under the points based immigration system.<\/p>\n<div class=\"ad-mpu ad-mpu-inline\">\n<div class=\"sleeve\"><a rel=\"nofollow noopener\" data-ad-id=\"95499\" href=\"http:\/\/www.constructionenquirer.com\/wp-content\/themes\/constructionenquirer\/adclick.php?url=https%3A%2F%2Fcisrs.org.uk%2F%3Futm_source%3Dconstruction-enquirer%26utm_medium%3Dbanner%26utm_campaign%3Dconstructionenq-ads\" target=\"_blank\" onclick=\"track_ad_click(this);\"><\/a><\/div>\n<\/div>\n<p>The occupations recommended for inclusion on the list are:<\/p>\n<p>\u2022 Bricklayers and Masons<br \/>\u2022 Carpenters and Joiners<br \/>\u2022 General Labourers<br \/>\u2022 Ground Workers<br \/>\u2022 Piling Rig Operatives<br \/>\u2022 Plant Operatives<br \/>\u2022 Plasterers, Dry Liners and Ceiling Fixers<br \/>\u2022 Retrofit Co-ordinators<br \/>\u2022 Road Construction Operatives<br \/>\u2022 Roofers, Roof Tilers and Slaters<br \/>\u2022 Scaffolders, Stagers and Riggers<br \/>\u2022 Steel Erectors<br \/>\u2022 Thermal Insulators<\/p>\n<p>The CLC also recommended that Building Safety Managers be included in the Skilled Worker route.<\/p>\n<p>Co-Chair of the CLC and Group Chairman and CEO of MACE, Mark Reynolds said: \u201cThe CLC is committed to building our domestic construction workforce and championing construction as one of the best career choices for new entrants but the fact is we are still currently facing chronic shortages.<\/p>\n<div class=\"ad-mpu ad-mpu-inline\">\n<div class=\"sleeve\"><a rel=\"nofollow noopener\" data-ad-id=\"438362\" href=\"http:\/\/www.constructionenquirer.com\/wp-content\/themes\/constructionenquirer\/adclick.php?url=https%3A%2F%2Fwww.drsbonds.co.uk%2F%3Futm_source%3Dconstruction-enquirer%26utm_medium%3Dbanner%26utm_campaign%3Dconstructionenq-ads\" target=\"_blank\" onclick=\"track_ad_click(this);\"><img decoding=\"async\" src=\"https:\/\/essential.construction\/news\/wp-content\/uploads\/sites\/15\/2023\/01\/DRS-Construction-Enquirer-MPU-July-2020-st3C.gif\" alt=\"-\"><\/a><\/div>\n<\/div>\n<p>\u201cA dynamic immigration system allows us to bridge gaps in workforce need and meet the people requirement for the sector\u2019s pipeline of work. That\u2019s why we are calling for the inclusion of these occupations in the shortage occupation list, to help make it a little easier to access the right people, at the right time\u2019.<\/p>\n<p>James M. Butcher, Director of Policy at the National Federation of Builders, and the report\u2019s lead author added: \u201cConstruction faces a vacancy rate higher than the all-industry average, so it is fair to say we are in a worse position than many other industries.<\/p>\n<div class=\"ad-mpu ad-mpu-inline\">\n<div class=\"sleeve\"><a rel=\"nofollow noopener\" data-ad-id=\"139541\" href=\"http:\/\/www.constructionenquirer.com\/wp-content\/themes\/constructionenquirer\/adclick.php?url=https%3A%2F%2Fwww.mabeyhire.co.uk%2F%3Futm_source%3DConstruction%2BEnquirer%26utm_medium%3DDigital%2Bad%26utm_campaign%3DGo_Campaign%3Futm_source%3Dconstruction-enquirer%26utm_medium%3Dbanner%26utm_campaign%3Dconstructionenq-ads\" target=\"_blank\" onclick=\"track_ad_click(this);\"><img decoding=\"async\" src=\"https:\/\/essential.construction\/news\/wp-content\/uploads\/sites\/15\/2023\/03\/mabey Construction Enquirer MPU-300x250.gif\" alt=\"-\"><\/a><\/div>\n<\/div>\n<p>\u201cThe occupations we have recommended are based on a solid evidential base for the sector\u2019s need over the next five years.<\/p>\n<p>\u201cIf we are successful in getting these occupations listed, we\u2019ll work hard to ensure construction companies know what they need to do to engage with the immigration system, which is why we are also launching new CLC guidance on how to do that.\u201d<\/p>\n<p>But some industry labour experts have questioned the CLC\u2019s move.<\/p>\n<p>Ian Anfield, managing director of construction payroll company Hudson Contract said: \u201cAmongst all the predictions of the labour market falling off at the end of the Brexit Transition Period on 31 December 2020, we predicted a slow withering on the vine as construction operatives already here with settled and pre-settled status gradually left or retired and the flow of new people dried up. We are now seeing that problem come to fruition.<\/p>\n<p>\u201cUnfortunately, I fear the government intervention that the CLC have requested will do little to solve the problem. Skilled EU construction operatives command rates far higher than the Skilled Worker Visa rate of \u00a325,600 already, the self-employed ones we contract pay an average \u00a31,000\/week similar to UK operatives. Therefore dropping the rate will not help.<\/p>\n<p>\u201cThe simple fact is that if you advertised for skilled bricklayers, joiners and plasterers in Poland \u00a0to come to the UK for \u00a325,000\/year PAYE, you wouldn\u2019t get many takers, at \u00a320,000 you would get even less.<\/p>\n<p>\u201cAnd regardless of how unattractive the offer may be for workers, UK specialist contractors who are run from small offices or even the kitchen table simply do not have the resource or security of workload to go through the bureaucracy of becoming sponsors, recruiting abroad and monitoring new foreign employees to make sure they comply with their visas.<\/p>\n<p>\u201cOur clients tell us that what they want is access to the highly skilled self-employed EU workforce that they had before. We would urge the government to use CIS as the tool to open that labour market back up for them.<\/p>\n<p>\u201cDespite what some believe, CIS is not compatible with the current points based system, its PAYE with all its cost and complexity or nothing. A new higher CIS deduction rate could be applied to oversees workers to ensure compliance with visas.
