{"id":14549,"date":"2023-03-24T02:38:22","date_gmt":"2023-03-24T09:38:22","guid":{"rendered":"https:\/\/essential.construction\/news\/atlanta-transit-agencys-2-7b-expansion-program-will-get-city-council-mandated-audit\/"},"modified":"2023-03-24T02:38:22","modified_gmt":"2023-03-24T09:38:22","slug":"atlanta-transit-agencys-2-7b-expansion-program-will-get-city-council-mandated-audit","status":"publish","type":"post","link":"https:\/\/essential.construction\/news\/atlanta-transit-agencys-2-7b-expansion-program-will-get-city-council-mandated-audit\/","title":{"rendered":"Atlanta transit agency\u2019s $2.7B expansion program will get city council-mandated audit"},"content":{"rendered":"<p> <a href=\"https:\/\/essential.construction\/files\/membership-default-internal\/\" class=\"memberhide\"><img decoding=\"async\" src=\"https:\/\/essential.construction\/news\/wp-content\/uploads\/sites\/15\/2023\/01\/20220718_175041000_iOS.jpg\" alt=\"-\"><\/a><br\/><br \/>\n<\/p>\n<div>\n<p>The Atlanta City Council voted Monday to <a rel=\"nofollow noopener\" href=\"http:\/\/www.atlantanewsfirst.com\/2023\/03\/21\/atlanta-city-council-oks-audit-into-billion-dollar-marta-expansion-program\/\" target=\"_blank\">initiate a financial audit<\/a> of <a rel=\"nofollow noopener\" href=\"https:\/\/www.itsmarta.com\/moremarta.aspx\" target=\"_blank\">More MARTA Atlanta<\/a>,\u00a0the signature capital program of the Metropolitan Atlanta Rapid Transit Authority. MARTA operates an extensive rail and bus system that serves the city of Atlanta and Clayton, DeKalb and Fulton counties.<\/p>\n<p>In 2019, the MARTA Board of Directors approved More MARTA Atlanta, a slate of <a rel=\"nofollow noopener\" href=\"https:\/\/www.itsmarta.com\/more-marta-projects.aspx\" target=\"_blank\">17 projects<\/a> at a projected cost of $2.7 billion that would add <a rel=\"nofollow noopener\" href=\"https:\/\/www.itsmarta.com\/board-approves-expansion-sequencing.aspx\" target=\"_blank\">new light rail lines, bus rapid transit and arterial rapid transit<\/a>\u00a0and make station improvements.\u00a0Some of the funding is coming from a <a rel=\"nofollow noopener\" href=\"https:\/\/www.itsmarta.com\/moremarta.aspx\" target=\"_blank\">half-cent sales tax<\/a>\u00a0that Atlanta voters approved in 2016.\u00a0The first five projects were to be partially or fully in service by 2025. However, according to news reports, MARTA has begun construction on just one project as of last month, the Summerhill\u00a0bus rapid transit line, which is expected to be completed in 2025.\u00a0<\/p>\n<p>Last year, according to a <a rel=\"nofollow noopener\" href=\"https:\/\/www.itsmarta.com\/more-marta-projects.aspx\" target=\"_blank\">MARTA statement<\/a>, the agency contracted with HDR, an engineering and construction service firm, to \u201cdevelop a dynamic financial model to account for changes in project costs, delivery dates, [and] state and federal funding opportunities.\u201d\u00a0<\/p>\n<p>But in January, the Atlanta City Council <a rel=\"nofollow noopener\" href=\"http:\/\/www.fox5atlanta.com\/news\/marta-expenses-projects-question-atlanta-city-council\" target=\"_blank\">began to question<\/a> MARTA\u2019s ability to deliver on all 17 projects after a former high-ranking MARTA executive <a rel=\"nofollow noopener\" href=\"https:\/\/www.linkedin.com\/feed\/update\/urn:li:activity:7019780589683712001\/\" target=\"_blank\">alleged in a social media post<\/a> that \u201ca third-party financial capacity analysis draft report projected a revenue shortfall in excess of $1 Billion for More Marta Atlanta.\u201d\u00a0<\/p>\n<p>MARTA General Manager and CEO Collie Greenwood unveiled a scaled-down program at a <a rel=\"nofollow noopener\" href=\"https:\/\/www.wsbradio.com\/news\/local\/marta-reveals-list-nine-priority-transit-expansion-projects\/SKA6WYECIFGFXA6S7INZKSMNTE\/\" target=\"_blank\">March 1 meeting<\/a> of the Atlanta City Council\u2019s Transportation Committee. The new proposal focuses on <a rel=\"nofollow noopener\" href=\"https:\/\/citycouncil.atlantaga.gov\/home\/showpublisheddocument\/11863\/638132597217370000\" target=\"_blank\">nine priority projects to be completed by 2028<\/a> at a cost of nearly $2 billion. The projects include the Summerhill bus rapid transit line that is under construction, two additional bus rapid transit lines, two arterial transit lines, extending the Atlanta streetcar, upgrading two rail stations and a new multimodal transit hub. The proposal <a rel=\"nofollow noopener\" href=\"http:\/\/www.wsbradio.com\/news\/local\/marta-reveals-list-nine-priority-transit-expansion-projects\/SKA6WYECIFGFXA6S7INZKSMNTE\/\" target=\"_blank\">postpones<\/a>\u00a0other projects until at least 2035, according to news reports.\u00a0\u00a0<\/p>\n<p>That didn\u2019t satisfy members of the Atlanta City Council.
