The result of their talks, the <\/span><\/span><\/span><\/span><\/span><\/span><a rel=\"nofollow noopener\" href=\"https:\/\/docs.house.gov\/billsthisweek\/20230529\/BILLS-118hrPIH-fiscalresponsibility.pdf\" target=\"_blank\"><span><span><span><span><span><span><span><span>Fiscal Responsibility Act of 2023<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/a><span><span><span><span><span><span>, will cut $136 billion in federal spending and avert a default, and most notably for the nation\u2019s civil contractors, includes measures to accelerate environmental permitting.<\/span><\/span><\/span><\/span><\/span><\/span><\/li>\n<li><span><span><span><span><span><span>Provisions to speed projects such as some highways, bridges and pipelines include designating one lead federal agency to oversee environmental reviews and the use of a single \u201cconcise public document\u201d for each project. Environmental reviews would have to be completed in no more than two years.<\/span><\/span><\/span><\/span><\/span><\/span><\/li>\n<li><span><span><span><span><span><span>In addition, the legislation could entice more Americans into the workforce via updates to food stamps and other assistance programs on both the federal and state levels. It raises the age until which most food stamp recipients must seek work from 49 to 54.<\/span><\/span><\/span><\/span><\/span><\/span><\/li>\n<\/ul>\n<h3 class=\"standard-heading\"><span><span><span><strong><span><span>Dive Insight:<\/span><\/span><\/strong><\/span><\/span><\/span><\/h3>\n<p><span><span><span><span><span><span>Now that negotiators representing the White House and congressional Republicans have struck an accord, both parties must both convince their colleagues to approve it. House lawmakers are <\/span><\/span><\/span><\/span><\/span><\/span><a rel=\"nofollow noopener\" href=\"https:\/\/www.nytimes.com\/2023\/05\/29\/business\/debt-ceiling-agreement.html\" target=\"_blank\"><span><span><span><span><span><span><span><span>expected to vote<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/a><span><span><span><span><span><span> on the agreement this week, according to the New York Times. Congress must pass the measure before June 5, when Treasury Secretary Janet Yellen warned that the United States will run out of cash.\u00a0<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span>The Associated General Contractors of America praised the agreement.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span>\u201cThe debt limit deal announced over the weekend includes significant reforms to a federal permitting process that has, until now, been one of the main impediments to progress on many vital infrastructure projects,\u201d AGC CEO Stephen Sandherr\u00a0<\/span><\/span><\/span><\/span><\/span><\/span><a rel=\"nofollow noopener\" href=\"https:\/\/www.agc.org\/news\/2023\/05\/29\/debt-limit-deals-permitting-reforms-and-work-requirements-will-speed-infrastructure-reviews-and-help\" target=\"_blank\"><span><span><span><span><span><span><span><span>said in a statement<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/a><span><span><span><span><span><span>. \u201cThe agreement\u2019s new work requirements for some individuals receiving federal assistance should bring more people back into the workforce.\u201d<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span>The deal does not cut Infrastructure Investment and Jobs Act money, but the Sandherr said in the statement, \u201cWe will remain vigilant in our efforts to protect that funding.\u201d Heads of public construction companies <\/span><\/span><\/span><\/span><\/span><\/span><a rel=\"nofollow noopener\" href=\"https:\/\/www.constructiondive.com\/news\/white-house-infrastructure-act-law-rollout-update\/651013\/\" target=\"_blank\"><span><span><span><span><span><span><span><span>said in recent earnings calls<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/a><span><span><span><span><span><span> they were watching the debt ceiling talks to ensure Infrastructure Investment and Jobs Act funding didn\u2019t get cut.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span>The deal also approves permitting requests for the long-delayed <\/span><\/span><\/span><\/span><\/span><\/span><a rel=\"nofollow noopener\" href=\"https:\/\/www.constructiondive.com\/news\/ferc-equitrans-mountain-valley-gas-pipeline\/630470\/\" target=\"_blank\"><span><span><span><span><span><span><span><span>Mountain Valley Pipeline<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/a><span><span><span><span><span><span>, a $6.6 billion methane gas project in West Virginia championed by West Virginia Senator Joe Manchin.
