{"id":20713,"date":"2023-08-14T15:05:37","date_gmt":"2023-08-14T22:05:37","guid":{"rendered":"https:\/\/essential.construction\/news\/ontario-to-establish-working-group-to-deal-with-greenbelt-probe-fallout\/"},"modified":"2023-08-14T15:05:38","modified_gmt":"2023-08-14T22:05:38","slug":"ontario-to-establish-working-group-to-deal-with-greenbelt-probe-fallout","status":"publish","type":"post","link":"https:\/\/essential.construction\/news\/ontario-to-establish-working-group-to-deal-with-greenbelt-probe-fallout\/","title":{"rendered":"Ontario to establish working group to deal with Greenbelt probe fallout"},"content":{"rendered":"<p> <a href=\"https:\/\/essential.construction\/files\/membership-default-internal\/\" class=\"memberhide\"><img decoding=\"async\" src=\"https:\/\/essential.construction\/news\/wp-content\/uploads\/sites\/15\/2023\/01\/20220718_175041000_iOS.jpg\" alt=\"-\"><\/a><br\/><br \/>\n<\/p>\n<div>\n<p>TORONTO \u2013 The province says it is creating a working group to implement recommendations made in a damning auditor general\u2019s report on the government\u2019s decision to remove land from the protected\u00a0Greenbelt.<\/p>\n<p>A memo from Premier Doug Ford\u2019s chief of staff and the secretary of the cabinet to ministers\u2019 chiefs of staff and deputy ministers says all cabinet submissions to address the recommendations must be complete and include options and risks during the approval process.<\/p>\n<p>The memo comes as the province works to implement 14 of 15 recommendations from Auditor General Bonnie Lysyk, although Ford has said the government will not review its decision to open up part of the\u00a0Greenbelt\u00a0to housing development.<\/p>\n<p>Lysyk found developers who had access to Housing Minister Steve Clark\u2019s chief of staff, Ryan Amato, at a housing conference dinner last September wound up with 92 per cent of the land that was removed from the\u00a0Greenbelt.<\/p>\n<p>The integrity commissioner is reviewing Ford\u2019s request to investigate Amato.<\/p>\n<p>Lysyk found the process of opening up the\u00a0Greenbelt\u00a0was biased toward certain prominent developers that also disregarded or ignored possible environmental, agricultural and financial risks and impacts.<\/p>\n<p>Last year, the province took 7,400 acres of land out of the\u00a0Greenbelt\u00a0and replaced it with about 9,400 acres elsewhere.<\/p>\n<p>Lysyk found that when specific properties tied to prominent developers did not meet the environmental criteria to build on those lands, the criteria was dropped, rather than look for other parcels of land.<\/p>\n<p>\u201cA comprehensive response to the report is a top priority and a working group is being established to support implementation,\u201d the memo said.<\/p>\n<p>Until the working group is operational, chiefs of staff and deputy ministers must provide appropriate consultation, including with Indigenous leaders. The memo also said submission timelines for cabinet and cabinet committees allow enough time for due diligence by officials and consideration by committee members.<\/p>\n<p>Lysyk found the\u00a0Greenbelt\u00a0removal was done far too quickly over a three-week period and the entire process was largely controlled by Amato.<\/p>\n<p>Both Ford and Clark have denied they tipped off developers before they removed land from the\u00a0Greenbelt\u00a0and said they have not received any benefit from that decision.<\/p>\n<p>Both said they had little knowledge of the details of the land swap before it went to cabinet last year.<\/p>\n<p>Ford admitted the\u00a0Greenbelt\u00a0land selection process was flawed and pledged to do better going forward<\/p>\n<p>The leaders of opposition parties, along with experts, questioned whether a chief of staff could make a decision on an important government file without the housing minister\u2019s knowledge.<\/p>\n<p>Amato was assigned to his role as Clark\u2019s chief of staff by the premier\u2019s office.<\/p>\n<p>Among Lysyk\u2019s other recommendations was a call for \u201crecords retention,\u201d as some emails were missing when she looked for them.
