Wherever rapid transit appears in Toronto, it attracts intensification. Just south of the O’Connor stop on the\u00a0Eglinton Line 5 Crosstown LRT<\/a> in Scarborough’s Golden Mile area, a long-planned redevelopment at 1400-1410 Victoria Park Avenue<\/a> has taken another step forward in a recent resubmission. Designed by Core Architects<\/a> for Leader Lane Developments<\/a>, the latest revisions increases the height of each of its four towers by one storey, now ranging up to 26 storeys.<\/p>\n Spanning 12,215m\u00b2, the site occupies the southwest corner of Victoria Park Avenue and Sunrise Avenue. Currently, it is home to a single-storey supermarket, auto body shop, and strip plaza. The surrounding neighbourhood is a mix of low-rise and mid-rise residential buildings, community spaces, and retail.\u00a0<\/p>\n The redevelopment plans have undergone several revisions since its initial Zoning By-law and Site Plan Approval applications<\/a>\u00a0in November, 2022. Originally proposed with a 34-storey tower and three 12-storey buildings, the plan included 868 residential units and 595 parking spaces. A November, 2023 resubmission kept the same massing but increased the unit count to 881. Major changes came in September, 2024, when the proposal was reconfigured with high-rise towers at 22 and 25 storeys, redistributing height across the site and increasing the unit count to 951.\u00a0This month, the Director of Community Planning for the Toronto and East York District has recommended approval<\/a> of the Zoning By-law Amendment, to be sent to the Toronto and East York Community Council.<\/p>\n The latest iteration from January, 2025 was submitted as two separate Site Plan Approval applications. The North Block, at 1408 and 1410 Victoria Park Avenue, would rise 13 and 26 storeys (48.5m and 89.3m), while the South Block, at 1400 Victoria Park Avenue, would boast 13 and 23 storeys (50m and 80.1m), both connected by 8-storey podiums. A 1,225m\u00b2 public park remains in the plans at the south end of the site.<\/p>\n The development would introduce 941 residential units, down 10 units from the September, 2024 proposal, including 10 affordable rental units secured for 99 years. The total Gross Floor Area (GFA) stands at 69,599m\u00b2, with 66,627m\u00b2 dedicated to residential uses and 2,971m\u00b2 for retail space along Victoria Park Avenue. The FSI has increased to 5.7. The North Block would feature four separate retail units totalling 1,109m\u00b2, while the South Block plans a larger 1,862m\u00b2 retail space, intended for a grocery store.\u00a0<\/p>\n Residents would have access to 3,815m\u00b2 of indoor amenities and 1,664m\u00b2 of outdoor amenities, distributed across the development podium levels. The underground garage would span three levels in the North Block and two levels in the South Block, accommodating 611 vehicular parking spaces, which remains unchanged from the previous version. This includes 514 spaces for residents, 55 for visitors, 37 for retail, and 5 for institutional use. Bicycle parking has increased slightly to 1,103 spaces, up 14 spaces, with 870 long-term spaces, 192 short-term spaces, and 27 spaces designated for retail use. Each block would have five elevators, with an average ratio of one elevator per 88 units in the South Block and 103 units in the North Block.<\/p>\n The O\u2019Connor stop on the Crosstown LRT is located 700m to the north. Metrolinx has yet to confirm an opening date for the LRT as work continues to resolve deficiencies. For subway access, Victoria Park station on Danforth Line 2 is a 10-minute TTC bus ride.<\/p>\n The area is seeing a surge in development in response to the Crosstown LRT. West of the site, a 7-storey commercial building is proposed at Vaultra Storage O\u2019Connor<\/a>. Further north, 1861 O\u2019Connor<\/a> and Lotus Park<\/a> are both planned at 9 storeys. Closer to Eglinton Avenue East, 40 Eglinton Square<\/a> proposes three towers from 13 to 30 storeys, and 100 Eglinton Square<\/a> calls for a 35-storey tower. Large-scale master-planned communities include 1 Eglinton Square<\/a>, which envisions 11 towers ranging from 6 to 46 storeys, while the Golden Mile Shopping Centre Redevelopment<\/a> would introduce 10 towers from 7 to 48 storeys, as well as SmartCentres Golden Mile<\/a>, with four towers rising from 11 to 48 storeys.
