TORONTO \u2013 The Home Construction Regulatory Authority<\/a> (HCRA) has taken action to prevent a builder with an alleged history of illegal activities from operating under a new name.<\/p>\n Muhammad Mohsin Babar, a former director of Albion Building Consultant Inc., which is a company that had its licence revoked and faces more than 100 charges for illegal activities, was denied a licence when he attempted to obtain one under a new company.<\/p>\n According to the authority, Babar had applied for a new licence with a numbered company, 9618759 Canada Inc.<\/a>, which was refused when the vetting process revealed his history.<\/p>\n In 2024, the HCRA revoked Albion\u2019s licence to build and sell homes in Ontario and, following the HCRA\u2019s largest investigation to date, laid 124 charges for operating illegally.<\/p>\n \u201cThe HCRA is proactively protecting homebuyers by denying licences to individuals who are not qualified, which means they can\u2019t legally interact with, sell to, or build for consumers,\u201d says Wendy Moir, the HCRA\u2019s chief executive officer and registrar, in a statement. \u201cA builder\u2019s licence issued by the HCRA demonstrates to consumers that the builder meets high standards for competency and professional conduct. The HCRA will not tolerate any attempt to skirt those rules.\u201d<\/p>\n Babar was also involved in a licence application for Dynasty Home Builders Inc.<\/a>, which was also refused for the same reason.<\/p>\n \u201cWe will continue to identify bad actors, rooting out schemes or fronts they may try to hide behind,\u201d Moir says. \u201cWe don\u2019t allow individuals to hide behind numbered companies \u2013 we focus on identifying who is truly in control of the application.\u201d<\/p>\n Babar did not appeal the HCRA\u2019s decision regarding the licence refusal, the release reads.<\/p>\n<\/p><\/div>\n
