President Donald Trump\u2019s Jan. 20 \u201cUnleashing American Energy\u201d order halted disbursement of IIJA and Inflation Reduction Act funds while <\/span><\/span><\/span><\/span><\/span><\/span><a rel=\"nofollow noopener\" href=\"https:\/\/www.constructiondive.com\/news\/trump-funding-freeze-iija-ira-projects\/738504\/\" target=\"_blank\"><span><span><span><span><span><span><span><span>federal agencies examine projects for compliance<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/a><span><span><span><span><span><span> with his policy agenda.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span>Since assuming office, <\/span><\/span><\/span><\/span><\/span><\/span><a rel=\"nofollow noopener\" href=\"https:\/\/www.transportation.gov\/briefing-room\/us-transportation-secretary-sean-duffy-takes-action-rescind-woke-dei-policies-and\" target=\"_blank\"><span><span><span><span><span><span><span><span>Duffy has authorized a series of actions<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/a><span><span><span><span><span><span> to advance Trump\u2019s directive to \u201crescind woke policies\u201d and slash regulations. Last month, the <\/span><\/span><\/span><\/span><\/span><\/span><a rel=\"nofollow noopener\" href=\"https:\/\/www.constructiondive.com\/news\/dot-removes-equity-environmental-criteria\/742173\/\" target=\"_blank\"><span><span><span><span><span><span><span><span>U.S. DOT rolled back a Biden-era policy<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/a><span><span><span><span><span><span> that included environmental and social considerations for projects it funds. Duffy testified that he is complying with the will of Congress in pulling them from federal grants.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span>\u201cIf you\u2019re putting on additional requirements with regard to green or social justice, well that drives up the cost of a project. That takes a project a longer timeframe in which to complete,\u201d Duffy said.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span>Sen. Dan Sullivan, R-Alaska, said in the hearing that some projects that were held up in his state due to the review are now proceeding. However, Democratic Sen. Alex Padilla of California said some of his state\u2019s projects are still frozen, and Sen. Mark Kelly, D-Ariz., said the review has caused \u201csignificant disruption\u201d to some of the state\u2019s infrastructure efforts, such as the 22nd Street Bridge replacement in Tucson.\u00a0<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span>The transportation secretary said money that has been obligated is continuing to go out, but repeatedly emphasized that the DOT has a historic number of signed projects \u2014 currently about 3,200 \u2014 that are awaiting grant agreements.\u00a0<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span>\u201cGrant agreements are the work. I will get through that, but it will take me some time,\u201d Duffy said. \u201cWe\u2019re expeditiously moving through those grants and making sure we have funding for that which has been awarded.\u201d<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span>Duffy did not say whether grant awards that are not yet finalized could be rescinded, but promised to enact the will of Congress when it comes to funding infrastructure: \u201cI\u2019m not going to hold up any projects.\u201d<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<h3 class=\"standard-heading\"><span><span><span><span><span>Permitting changes ahead?<\/span><\/span><\/span><\/span><\/span><\/h3>\n<p><span><span><span><span><span><span>Several Republican members focused on issues with the project permitting process and claimed that environmental rules such as the National Environmental Policy Act can cause delays.
