Designed by\u00a0<a rel=\"nofollow noopener\" href=\"https:\/\/urbantoronto.ca\/database\/companies\/arcadis.8006\" target=\"_blank\">Arcadis<\/a> for\u00a0<a rel=\"nofollow noopener\" href=\"https:\/\/urbantoronto.ca\/database\/companies\/calmco-inc.58334\" target=\"_blank\">Calmco Inc<\/a>. and\u00a0<a rel=\"nofollow noopener\" href=\"https:\/\/urbantoronto.ca\/database\/companies\/weswin-developments-ltd.58336\" target=\"_blank\">Weswin Developments Ltd<\/a>., the project would replace a pair of low-rise buildings with a purpose-built rental development. The proposal seeks to replace low-rise buildings on the north side of Soudan mid-block between Lillian Street and Redpath Avenue with a purpose-built rental tower rising 185.7m. It would deliver 674 units, of which 14 would serve as rental replacement units for the existing 13 at 148 and 1 at 158 Soudan. The design includes six elevators, resulting in a ratio of approximately one per 112 units. The tower would contain a total residential GFA of 46,547m\u00b2, with a Floor Space Index of 31.98 times coverage of the 1,455.5m\u00b2 assembly.<\/p>\n<p><imgx class=\"image-display_default\" src=\"https:\/\/cdn.skyrisecities.com\/sites\/default\/files\/images\/articles\/2025\/04\/58383\/58383-182773.jpg\" data-entity-uuid=\"insert-display_default-1f654e2f-b075-40a8-bcbb-3861431b6b47\" data-entity-type=\"file\" alt=\"148 Soudan Avenue, Toronto\" title=\"Looking north to the current site, image from submission to City of Toronto\" onclick=\"photo('https:\/\/cdn.skyrisecities.com\/sites\/default\/files\/images\/articles\/2025\/04\/58383\/58383-182773.jpg', true, 'Looking north to the current site, image from submission to City of Toronto'); return false;\"><span class=\"image-description\">Looking north to the current site, image from submission to City of Toronto<\/span><\/p>\n<p dir=\"ltr\">Next properties to the east are a pair of semi-detached low-rise dwellings. While the applicant claims to own &#8220;the development rights&#8221; to 162 Soudan Avenue, meaning they either own the semi or have paid for a Limiting Distance Agreement (LDA) with its owners if it is owned by others. The applicant, however, does not own 160 Soudan between the main assembly and 162. Further east is a row of townhomes at 168 Soudan\/66-72 Redpath Avenue, also not owned by the applicants. The area surrounding the site features low-rise houses, mid-rise apartments, and new high-rise towers.<\/p>\n<p><imgx class=\"image-display_default\" src=\"https:\/\/cdn.skyrisecities.com\/sites\/default\/files\/images\/articles\/2025\/04\/58383\/58383-182774.jpg\" data-entity-uuid=\"insert-display_default-8875b861-7c6a-451e-9435-96817d1b1d80\" data-entity-type=\"file\" alt=\"160 and 162 Soudan Avenue, Toronto\" title=\"160 and 162 Soudan Avenue, image from submission to City of Toronto\" onclick=\"photo('https:\/\/cdn.skyrisecities.com\/sites\/default\/files\/images\/articles\/2025\/04\/58383\/58383-182774.jpg', true, '160 and 162 Soudan Avenue, image from submission to City of Toronto'); return false;\"><span class=\"image-description\">160 and 162 Soudan Avenue, image from submission to City of Toronto<\/span><\/p>\n<p dir=\"ltr\">The applicants are asking for a 1m tower setback along the eastern lot line of 148-158, justifying the request by stating that 160 Soudan\u2019s limited frontage makes it unsuitable for tower development, and that the applicant&#8217;s control over the &#8220;air rights&#8221; of 162 Soudan effectively secures a limiting distance agreement over 160 Soudan. While the term &#8220;air rights&#8221; is misleading in the New York-style context that most readers would understand them, (a city where air rights are often purchased from neighbouring building owners by the proponent of a centrally located redevelopment), the Planning Rationale accompanying the proposal states that the various ownerships here effectively sterilize adjacent high-rise redevelopment to the east, making the 1m tower setback on the east side appropriate, as no other tall buildings can be built to the east.<\/p>\n<p><imgx class=\"image-display_default\" src=\"https:\/\/cdn.skyrisecities.com\/sites\/default\/files\/images\/articles\/2025\/04\/58383\/58383-182771.jpg\" data-entity-uuid=\"insert-display_default-7de25cc5-09b5-46e3-b87d-39c682635589\" data-entity-type=\"file\" alt=\"Podium, 148 Soudan Avenue, Toronto, designed by Arcadis for Calmco Inc\" title=\"Looking northwest to the podium, designed by Arcadis for Calmco Inc\" onclick=\"photo('https:\/\/cdn.skyrisecities.com\/sites\/default\/files\/images\/articles\/2025\/04\/58383\/58383-182771.jpg', true, 'Looking northwest to the podium, designed by Arcadis for Calmco Inc'); return false;\"><span class=\"image-description\">Looking northwest to the podium, designed by Arcadis for Calmco Inc<\/span><\/p>\n<p dir=\"ltr\">\u00a0<\/p>\n<p dir=\"ltr\">The tower\u2019s proposed 904m\u00b2 floor plate exceeds the City\u2019s Tall Building Design Guidelines, which recommend a maximum of 750m\u00b2 and discourage floor plates above 850m\u00b2 unless additional mitigation measures are provided. In this case, the floor plate is proposed in a mid-block condition with constrained setbacks on both the east and west sides, raising concerns about shadowing. Its separation distance of approximately 10.5m from the 19-storey <a rel=\"nofollow noopener\" href=\"https:\/\/urbantoronto.ca\/database\/projects\/distinction-condos.8771\" target=\"_blank\">Distinction Condos<\/a> to the immediate west is significantly below the City\u2019s recommended 25m tower separation. In constrained contexts, the City may consider 20m. Shaving approximately 5m off the west side of the proposed tower would result in a 750m\u00b2 floor-plate, while delivering a 15.5m separation distance, still below the City&#8217;s guidleines.<\/p>\n<p><imgx class=\"image-display_default\" src=\"https:\/\/cdn.skyrisecities.com\/sites\/default\/files\/images\/articles\/2025\/04\/58383\/58383-182776.jpg\" data-entity-uuid=\"insert-display_default-e5fa61ef-366f-4628-8a75-198574caf4c7\" data-entity-type=\"file\" alt=\"Site plan, 148 Soudan Avenue, Toronto, designed by Arcadis for Calmco Inc\" title=\"Site plan, designed by Arcadis for Calmco Inc\" onclick=\"photo('https:\/\/cdn.skyrisecities.com\/sites\/default\/files\/images\/articles\/2025\/04\/58383\/58383-182776.jpg', true, 'Site plan, designed by Arcadis for Calmco Inc'); return false;\"><span class=\"image-description\">Site plan, designed by Arcadis for Calmco Inc<\/span><\/p>\n<p dir=\"ltr\">A 176.3m\u00b2 area along the Soudan Avenue frontage is proposed as an onsite park to satisfy the development\u2019s parkland dedication. Located within the building\u2019s landscaped front setback, the space which would effectively operate as an entry area for the condo lobby (and ofter space for rapid exit in instances here the fire escapes were in use) would represent 10.8% of the lot area, but the uses and configuration may not align with the City&#8217;s typical expectations for usable parkland, which tends to prioritize larger consolidated spaces with neighbouring redevelopments, or cash-in-lieu contributions for off-site park acquisition when suitable space onsite is not available. The proposal includes 1,349m\u00b2 of indoor amenities on the second through fourth floors and 366m\u00b2 of outdoor amenities on the fourth floor.\u00a0<\/p>\n<p><imgx class=\"image-display_default\" src=\"https:\/\/cdn.skyrisecities.com\/sites\/default\/files\/images\/articles\/2025\/04\/58383\/58383-182775.jpg\" data-entity-uuid=\"insert-display_default-c7f51e65-0290-46e4-bf3e-a684c6d7be3a\" data-entity-type=\"file\" alt=\"Ground floor plan, 148 Soudan Avenue, Toronto, designed by Arcadis for Calmco Inc\" title=\"Ground floor plan, designed by Arcadis for Calmco Inc\" onclick=\"photo('https:\/\/cdn.skyrisecities.com\/sites\/default\/files\/images\/articles\/2025\/04\/58383\/58383-182775.jpg', true, 'Ground floor plan, designed by Arcadis for Calmco Inc'); return false;\"><span class=\"image-description\">Ground floor plan, designed by Arcadis for Calmco Inc<\/span><\/p>\n<p dir=\"ltr\">148 Soudan is about a 7-minute walk from both Eglinton station and the future Mount Pleasant station. TTC bus routes run nearby along Yonge Street, Eglinton Avenue, and Mount Pleasant Road. Two levels of underground garage would house five spaces for residents and 8 for visitors. There would also be 607 long-term and 145 short-term bicycle spaces. To the east, projects include the 21-storey\u00a0<a rel=\"nofollow noopener\" href=\"https:\/\/urbantoronto.ca\/database\/projects\/briton-house-expansion.30110\" target=\"_blank\">Briton House Expansion<\/a>, 27-storey\u00a0<a rel=\"nofollow noopener\" href=\"https:\/\/urbantoronto.ca\/database\/projects\/8-brownlow-avenue.44099\" target=\"_blank\">8 Brownlow<\/a>, and 46-storey\u00a0<a rel=\"nofollow noopener\" href=\"https:\/\/urbantoronto.ca\/database\/projects\/226-soudan-avenue.57543\" target=\"_blank\">226 Soudan<\/a>. Northeast,\u00a0<a rel=\"nofollow noopener\" href=\"https:\/\/urbantoronto.ca\/database\/projects\/733-mount-pleasant-road.34865\" target=\"_blank\">733<\/a> and\u00a0<a rel=\"nofollow noopener\" href=\"https:\/\/urbantoronto.ca\/database\/projects\/750-mt-pleasant.45664\" target=\"_blank\">750 Mount Pleasant<\/a> propose towers of 27 and 35 storeys, while\u00a0<a rel=\"nofollow noopener\" href=\"https:\/\/urbantoronto.ca\/database\/projects\/61-brownlow.46065\" target=\"_blank\">61 Brownlow<\/a> calls for 55 and 59 storeys. Meanwhile,\u00a0<a rel=\"nofollow noopener\" href=\"https:\/\/urbantoronto.ca\/database\/projects\/191-eglinton-east.49094\" target=\"_blank\">191 Eglinton East<\/a> and\u00a0<a rel=\"nofollow noopener\" href=\"https:\/\/urbantoronto.ca\/database\/projects\/54-brownlow.55746\" target=\"_blank\">54 Brownlow<\/a> are planned at 52 and 60 storeys, respectively. To the northwest,\u00a0<a rel=\"nofollow noopener\" href=\"https:\/\/urbantoronto.ca\/database\/projects\/55-eglinton-east.14966\" target=\"_blank\">55 Eglinton East<\/a> is proposed at 55 storeys,\u00a0<a rel=\"nofollow noopener\" href=\"https:\/\/urbantoronto.ca\/database\/projects\/141-roehampton.48728\" target=\"_blank\">141 Roehampton<\/a> at 58, and\u00a0<a rel=\"nofollow noopener\" href=\"https:\/\/urbantoronto.ca\/database\/projects\/110-eglinton-east.31613\" target=\"_blank\">110<\/a> and\u00a0<a rel=\"nofollow noopener\" href=\"https:\/\/urbantoronto.ca\/database\/projects\/150-eglinton-east.30309\" target=\"_blank\">150 Eglinton East<\/a> would each feature towers of 58 and 61 storeys.
