The east end of the Burlington Centre mall could soon be transformed by\u00a0a high-rise redevelopment<\/a> that would bring 11 towers rising as high as 37 storeys. In a pre-application proposal prepared by\u00a0Turner Fleischer Architects<\/a> for\u00a0RioCan REIT<\/a>, plans call for eight mixed-use, predominantly residential buildings, redeveloping a portion of the mall and matching Burlington\u2019s tallest proposals to date. The site lies about 1.8km east of Burlington GO station, with has direct train and bus connections to Toronto and Hamilton.<\/p>\n The site occupies a 40,645m\u00b2 parcel within the Burlington Centre complex at 777 Guelph Line, positioned between Fairview Street to the north and Prospect Street to the south. The mall’s east end includes a recently closed Hudson\u2019s Bay store and an Active Green + Ross, along with a large surface parking lot, while immediately east of the area proposed for redevelopment is a Canadian Tire store and its related surface parking area.<\/p>\n The broader mall remains anchored by tenants such as Winners, Old Navy, and HomeSense. This proposal follows years of speculation about the future of the site, which gained momentum after Hudson\u2019s Bay announced its closure in mid-2023 and then officially shut its doors in February, 2025.\u00a0<\/p>\n A formal planning submission has yet to be made to the City of Burlington. Plans call for a high-density mixed-use redevelopment consisting of eight buildings containing 11 residential towers, with heights ranging from 23 to 37 storeys. Together, the buildings would introduce 3,476 residential units.\u00a0<\/p>\n Of the total Gross Floor Area of 249,558m\u00b2, there would be 242,279m\u00b2 dedicated to residential use and 7,279m\u00b2 to retail, for a Floor Space Index of 6.14. Retail uses are planned at grade across all buildings, contributing to a continuous pedestrian realm. A new 4,237m\u00b2 public park is planned for approximately where the former Hudson\u2019s Bay store was, creating a central green space leading to a newly truncated east end of the mall. Two new public streets are proposed: a north-south connection linking Fairview and Prospect streets and an east-west link extending into the adjacent Canadian Tire parking lot.\u00a0<\/p>\n Situated in the Dynes neighbourhood, the area surrounding the site is characterized by a mix of commercial and residential uses. Multiple Burlington Transit bus routes serve the area, with stops approximately a four-minute walk from the site. Although not within a Major Transit Station Area, Burlington GO station, located about 1.8km to the west, is accessible via an eight-minute bus ride and offers connections along the Lakeshore West line.\u00a0Metrolinx<\/a>‘s Lakeshore West GO Expansion plans aim to provide 15-minute service or better throughout the day between Toronto and Burlington.<\/p>\n Development activity surrounding the site reflects a mix of mid- and high-rise intensification. Low-rise proposals are found north and south of the site. Further south,\u00a0The Residences on Cumberland<\/a> is proposed at 7 storeys. Higher-density projects cluster near the GO station to the west, including a proposal for 11 storeys at\u00a02362 Fairview Street<\/a> and\u00a0Paradigm Condominiums<\/a>, where the fourth and fifth towers are now under construction at 18 storeys each. At\u00a0Brant and Ghent<\/a>, four towers are proposed, ranging from 8 to 25 storeys, while\u00a0795 Brant Street<\/a> is planned at 33 storeys, and\u00a0Holland Park Garden<\/a> would bring seven towers rising from 29 to 37 storeys.<\/p>\n A pre-application community meeting is scheduled for Tuesday, April 22, from 7:30 to 9:00 PM, via Zoom and at Makwendam Public School, located at 565 Woodview Road.<\/p>\n UrbanToronto will continue to follow progress on this development, but in the meantime, you can learn more about it from our Database file, linked below.
