Designed by\u00a0<a rel=\"nofollow noopener\" href=\"https:\/\/urbantoronto.ca\/database\/companies\/arcadis.8006\" target=\"_blank\">Arcadis<\/a>, the resubmission to the City of Toronto proposes towers rising as high as 43 storeys, making it the most ambitious proposal within its Malvern West surroundings in Scarborough by a wide margin. <a rel=\"nofollow noopener\" href=\"https:\/\/urbantoronto.ca\/database\/projects\/malvern-redevelopment-phase-1.58400\" target=\"_blank\">Phase 1<\/a>, proposed as 42- and 43-storey towers at the intersection of Tapscott and Neilson roads, is where a potential future terminus of the <a rel=\"nofollow noopener\" href=\"https:\/\/urbantoronto.ca\/forum\/threads\/eglinton-east-lrt-metrolinx.28180\/\" target=\"_blank\">Eglinton East LRT<\/a> could be located.<\/p>\n<p><imgx class=\"image-display_default\" src=\"https:\/\/cdn.skyrisecities.com\/sites\/default\/files\/images\/articles\/2025\/04\/58404\/58404-182900.jpg\" data-entity-uuid=\"insert-display_default-6a1ffc27-d244-4c06-ac1d-d3525d18f4c7\" data-entity-type=\"file\" alt=\"Malvern Redevelopment, Toronto, designed by Arcadis for Davpart\" title=\"Looking northeast to the Malvern Redevelopment, designed by Arcadis for Davpart\" onclick=\"photo('https:\/\/cdn.skyrisecities.com\/sites\/default\/files\/images\/articles\/2025\/04\/58404\/58404-182900.jpg', true, 'Looking northeast to the Malvern Redevelopment, designed by Arcadis for Davpart'); return false;\"><span class=\"image-description\">Looking northeast to the Malvern Redevelopment, designed by Arcadis for Davpart<\/span><\/p>\n<p dir=\"ltr\">Addressed to 31 Tapscott Road, the site spans 11.09 hectares and is currently occupied by the single-storey Malvern Town Centre with 27,128m\u00b2 of retail, office, and service space, mostly in an indoor mall configuration, along with a freestanding medical building. Much of the property consists of surface parking and open space, with surrounding uses including McLevin Woods Park, mid-rise housing, and institutional facilities.<\/p>\n<p><imgx class=\"image-display_default\" src=\"https:\/\/cdn.skyrisecities.com\/sites\/default\/files\/images\/articles\/2025\/04\/58404\/58404-182907.jpg\" data-entity-uuid=\"insert-display_default-c89004dc-5c5e-416b-80d9-2d83da8bd516\" data-entity-type=\"file\" alt=\"Malvern Town Centre, Toronto, Google Maps\" title=\"Looking northwest to the current site, image retrieved from Google Maps\" onclick=\"photo('https:\/\/cdn.skyrisecities.com\/sites\/default\/files\/images\/articles\/2025\/04\/58404\/58404-182907.jpg', true, 'Looking northwest to the current site, image retrieved from Google Maps'); return false;\"><span class=\"image-description\">Looking northwest to the current site, image retrieved from Google Maps<\/span><\/p>\n<p dir=\"ltr\">The resubmission follows\u00a0<a rel=\"nofollow noopener\" href=\"https:\/\/urbantoronto.ca\/news\/2022\/09\/look-malvern-town-centre-proposal-planner-andrew-ferancik.49537\" target=\"_blank\">an earlier application<\/a> from June, 2022 that proposed a 10-phase redevelopment. That version included 18,560m\u00b2 of retail spread across 10 blocks, with towers reaching up to 39 storeys. The Design Review Panel issued unanimous non-support in April 2023, citing overambitious density and too car-oriented a layout. The revised masterplan calls for 13 towers ranging from 8 to 43 storeys, up to a height of 142m. The plan accommodates\u00a06,829 residential units, a significant increase over the previous 5,755 units.\u00a0<\/p>\n<p dir=\"ltr\">The total Gross Floor Area (GFA) would be 514,621m\u00b2, while non-residential GFA now totals\u00a026,472m\u00b2, including\u00a03,606m\u00b2 for office, commercial, and community uses. Its Floor Space Index is proposed at\u00a04.64 times lot coverage, with block-level FSI rising higher within early phases. The updated plan includes a\u00a015% parkland dedication, totalling\u00a013,866m\u00b2, centrally located within the site. A central park block was created by removing an internal road, while a new block has been introduced to accommodate community, commercial, and residential uses adjacent to the park. The Berner Trail path has been extended through the site as a landscaped pedestrian spine, and the intersection at Tapscott and Neilson has been reimagined as a major gateway plaza.\u00a0<\/p>\n<p dir=\"ltr\">The Zoning By-law Amendment includes site-wide provisions for Phase 1 on the existing surface parking lot. Its two towers would house\u00a0894 residential units and\u00a02,259m\u00b2 of retail space at grade, compared to 877 units and 2,039m\u00b2 in 2022, with its total GFA adjusted up slightly from 69,144m\u00b2 to\u00a069,620m\u00b2.\u00a0<\/p>\n<p><imgx class=\"image-display_default\" src=\"https:\/\/cdn.skyrisecities.com\/sites\/default\/files\/images\/articles\/2025\/04\/58404\/58404-182903.jpg\" data-entity-uuid=\"insert-display_default-196af063-9638-4801-9acd-d747bdd40911\" data-entity-type=\"file\" alt=\"Phase 1, Malvern Redevelopment, Toronto, designed by Arcadis for Davpart\" title=\"Looking northeast to Phase 1, designed by Arcadis for Davpart\" onclick=\"photo('https:\/\/cdn.skyrisecities.com\/sites\/default\/files\/images\/articles\/2025\/04\/58404\/58404-182903.jpg', true, 'Looking northeast to Phase 1, designed by Arcadis for Davpart'); return false;\"><span class=\"image-description\">Looking northeast to Phase 1, designed by Arcadis for Davpart<\/span><\/p>\n<p dir=\"ltr\">Parking for this first phase would be provided in a two-level underground garage with\u00a0349 spaces (increased from 319 in 2022), broken down into 331 for residents and 18 for visitors. The cycling network in the area remains limited, though future upgrades are anticipated through the City\u2019s Cycling Plan. To the west, construction is wrapping up on\u00a0<a rel=\"nofollow noopener\" href=\"https:\/\/urbantoronto.ca\/database\/projects\/presto-modern-towns.45894\" target=\"_blank\">Presto Modern Towns<\/a>, a complex of 10 blocks of 3-storey townhomes. To the north, a 6-storey self-storage facility is proposed at\u00a0<a rel=\"nofollow noopener\" href=\"https:\/\/urbantoronto.ca\/database\/projects\/1370-neilson.44268\" target=\"_blank\">1370 Neilson Road<\/a>, while\u00a0<a rel=\"nofollow noopener\" href=\"https:\/\/urbantoronto.ca\/database\/projects\/25-sewells.45838\" target=\"_blank\">25 Sewells Road<\/a> to the east is being built out with a pair of 9-storey towers. Farther southwest, larger developments are advancing along Sheppard Avenue East and Markham Road, including\u00a0<a rel=\"nofollow noopener\" href=\"https:\/\/urbantoronto.ca\/database\/projects\/1088-progress.53290\" target=\"_blank\">1088 Progress Avenue<\/a> at 18 storeys and\u00a0<a rel=\"nofollow noopener\" href=\"https:\/\/urbantoronto.ca\/database\/projects\/1771-markham.49539\" target=\"_blank\">1771 Markham Road<\/a> at 24 storeys.<\/p>\n<p dir=\"ltr\">UrbanToronto will continue to follow progress on this development, but in the meantime, you can learn more about it from our Database file, linked below.
