A 17-storey purpose-built rental tower is being proposed on a narrow lot in Scarborough’s Wexford neighbourhood at\u00a01641 Victoria Park Avenue<\/a>. Designed by\u00a0Arcadis<\/a> for\u00a012412993 Canada Inc<\/a>. (Meta Realty Inc.), the high-rise would be about a kilometre north of the upcoming O\u2019Connor stop on the\u00a0Eglinton Line 5 Crosstown LRT<\/a>.<\/p>\n The project represents a significant transition from previous low-to-mid-rise concepts for the site, as well as going from condominiums to market-rate rentals. Units would range from compact studios starting at 37m\u00b2 to two-bedroom designs of around 60m\u00b2, reflecting a tight layout strategy in response to the site\u2019s footprint.<\/p>\n The lot is on the east side of Victoria Park, across from Draycott Drive on the western edge of Wexford. Its current two-storey dwelling was previously repurposed for office use and now contains two rental units. Set along a transitional stretch of Victoria Park Avnue, the area includes mid-rise apartments and townhouses with detached, low-rise homes in the surrounding neighbourhood.\u00a0<\/p>\n Initial plans were modest, beginning with a 6-storey proposal in early 2022, followed by a revised 3-storey version later that year, designed by\u00a0Studio JCI<\/a>. Planning staff previously expressed concerns over the suitability of a tall building on the small lot, citing limited frontage. In 2024, the approval of OPA 778, which reclassified this stretch of Victoria Park as part of an Avenue, opened the door to greater intensification.\u00a0The Planning Agency<\/a> has now submitted a Zoning By-law amendment application to the City of Toronto on behalf of the developer.<\/p>\n The proposal calls for a 17-storey residential tower reaching a height of 58.45m. The building would contain 137 rental units delivered across 8,976m\u00b2 of total Gross Floor Area, translating to a Floor Space Index of 7.62 times coverage on the 1,179m\u00b2 lot. Massing would be arranged in a rounded slab building form with minimal setbacks and a small front yard.<\/p>\n Amenities are distributed between the ground and roof levels, including 153m\u00b2 proposed at grade and 345m\u00b2 of indoor amenities at the rooftop. Two elevators are proposed, for an approximate ratio of one elevator per 69 units, indicating rapid response times. Below grade, a garage would provide seven parking spaces, all for visitors, including one accessible space. No resident parking is included. A total of 126 bicycle parking spaces are proposed, split between 114 long-term spaces and 12 short-term outdoor spaces.<\/p>\n TTC buses stop less than 50m south at Arncliffe Crescent, currently connecting to Danforth Line 2, while the soon-to-open O\u2019Connor stop on the Crosstown LRT is located roughly 870m away, or about a 10-minute walk from the site. For cyclists, the Gatineau Hydro Corridor Trail lies 450m to the south, and Victoria Park is undergoing study for future bike infrastructure as part of the City\u2019s 2025\u20132027 Cycling Program.<\/p>\n There are other proposals and projects along the Victoria Park corridor, with much more development coming to Eglinton Avenue along the route of the soon to open LRT. Just across the street from the site,\u00a0The Vic Towns<\/a> are new 5-storey stacked townhouses that are virtually complete. Along Eglinton Avenue,\u00a0860 Pharmacy<\/a> calls for five towers between 8 and 31 storeys, while plans for\u00a040<\/a> and\u00a0100 Eglinton Square<\/a> entail towers of 30 and 35 storeys, and\u00a01 Eglinton Square<\/a> envisions 11 towers rising from 6 to 46 storeys. The\u00a0SmartCentres Golden Mile<\/a> and\u00a0Golden Mile Shopping Centre Redevelopments<\/a> are multi-tower proposals, both reaching up to 48 storeys, while\u00a01891 Eglinton Avenue East<\/a> proposes six towers from 12 to 52 storeys.<\/p>\n UrbanToronto will continue to follow progress on this development, but in the meantime, you can learn more about it from our Database file, linked below.
