A<br \/>\nFinnish strategy project argues that complying with international digital standards<br \/>\nwould both improve productivity and open up new business opportunities for<br \/>\nbuilt environment stakeholders.<\/p>\n<p> <span id=\"more-8633\"\/><\/p>\n<p>In early<br \/>\n2018, the Finnish Ministry of the Environment launched a project to devise a<br \/>\nnational strategy for comprehensive implementation of international standards<br \/>\nin built environment information management. It was part of the government\u2019s<br \/>\nKIRA-digi digitalization project.<\/p>\n<p>The<br \/>\nso-called RASTI project was set out to create a vision for 2030 and a road map<br \/>\non how to reach it. The ministry chose a team of industry experts to carry out<br \/>\nthe project. The project is now completed, and its report is available in<br \/>\nFinnish at rastiprojekti.com.<\/p>\n<h2 class=\"wp-block-heading\">The Challenge<\/h2>\n<p>Real estate<br \/>\nand construction industries would benefit from an uninterrupted flow of<br \/>\ninformation between organizations and across life cycle processes. The<br \/>\nfriction-free flow would boost productivity, improve process and service<br \/>\nquality, and empower users of the built environment.<\/p>\n<p>Interoperability<br \/>\nrequires agreements between the sender and receiver of data. That\u2019s where<br \/>\nstandards come into play. Without common standards, it\u2019s difficult or<br \/>\nimpossible to automate processes. When data is not machine-readable by default,<br \/>\nhumans must interpret, edit, and augment it manually to make it useful.<\/p>\n<p>There\u2019s no<br \/>\nshortage of information management standards. In fact, there are around 150 in<br \/>\nuse already in the real estate and construction industries. Building owners and investor expect to use<br \/>\nthe same digital tools and data formats wherever the asset is. Likewise,<br \/>\ndigital construction solutions are not bound to a certain market, even if the<br \/>\ninformation follows local practices and regulations.<\/p>\n<p>\u201cIf the<br \/>\nsituation is not fully clear, the organizations may create solutions of their<br \/>\nown. Having many different sets of standards makes it more difficult for the<br \/>\norganizations to work together, which is then reflected as weaker productivity.<br \/>\nFollowing international standards would also improve the opportunities of<br \/>\nFinnish companies on the international markets,\u201d said\u00a0<strong>Teemu Lehtinen<\/strong>,<br \/>\nchief digital officer of the KIRA-digi project.<\/p>\n<h2 class=\"wp-block-heading\">The Potential<\/h2>\n<p>In their 2018 report on construction, World Economic Forum and Boston Consulting state: \u201cWithin<br \/>\na decade, full-scale digitization could help the industry escape its<br \/>\ndecades-long stagnation and generate an estimated 12-20% in annual cost<br \/>\nsavings, equal to between $1 trillion and $1.7 trillion, according to our<br \/>\nestimates.\u201d<\/p>\n<p>It is<br \/>\ndebatable how much the potential of digitalization depends on successful use of<br \/>\nstandards. The RASTI project estimated that direct savings from better flow of<br \/>\ninformation in 2030 would total around EUR 300 million in Finland alone. There are open and closed standards, \u201cofficial\u201d and industry<br \/>\nstandards, and global and local ones.<\/p>\n<p>The<br \/>\ndevelopment of data-related standards can be divided into three categories:<\/p>\n<p>1) <strong>Structures and methods<\/strong>: Open BIM data exchange standards, e.g., building IFC, geospatial data GML, CityGML, InfraGML, and InfraModel.<\/p>\n<p>2) <strong>Classifications and operational environments<\/strong>: Dictionaries for various fields in the built environment\u2014building, infrastructure, operations and maintenance, etc.<\/p>\n<p>3) <strong>Instances or activities<\/strong>: Individual properties of a data component. The format, presentation requirements, and the way data is stored must be normalized so that information can be used for automated data exchange.<\/p>\n<h2 class=\"wp-block-heading\">The Vision and the Road<br \/>\nMap<\/h2>\n<p>The RASTI<br \/>\nteam developed a vision of a future where data sharing in the built environment<br \/>\nis based on international open standards. According to the vision, in 2030, well-defined<br \/>\nand regulated data flows comprehensively across the life cycle of the built<br \/>\nenvironment. Information services and systems are interoperable and support<br \/>\nindustry\u2019s operations comprehensively.<\/p>\n<p>The RASTI<br \/>\nroad map outlines the steps that will take Finland to the vision by 2030. The<br \/>\nroad map is very ambitious but attainable, provided there\u2019s industry-wide<br \/>\ncommitment. As one of the first<br \/>\nsteps, RASTI proposes the establishment of a national body to coordinate<br \/>\ninformation management standardization in the industry.<\/p>\n<p>The results<br \/>\nof RASTI serve the overall harmonization efforts to digitalize the Finnish<br \/>\nbuilt environment. Similar programs are taking place in Sweden, UK, and<br \/>\nGermany, to name a few.<\/p>\n<p>Mobility<br \/>\nand other urban data will converge with data of the built environment. Therefore,<br \/>\nin the near future, we\u2019re going to need horizontal and cross-industry<br \/>\nstandards.
