An $81.5 million federal loan was announced today to support the construction of 159 new rental homes at Bathurst Street and Douglas Avenue. Medallion Corporation<\/a> is developing Vivant on Bedford Park<\/a> with funding through the Canada Mortgage and Housing Corporation’s Apartment Construction Loan Program<\/a> (ACLP). Designed by Arcadis<\/a>, the 9-storey mid-rise is beginning construction in Toronto\u2019s Ledbury Park neighbourhood.<\/p>\n Backed by $81.5 million in low-interest federal financing, Vivant on Bedford Park is one of the latest projects to benefit from the ACLP, a major component of Canada\u2019s National Housing Strategy. The funding, delivered through the Canada Mortgage and Housing Corporation (CMHC), comes at a time when new rental supply remains a central challenge in Toronto.<\/p>\n The funding was announced during a public event, held at the project site and attended by Minister of Housing and Infrastructure Gregor Robertson and Medallion representatives. Speaking at the announcement, Robertson emphasized the project’s role in helping address affordable housing needs. \u201cThis project will create more rental homes for people living and working in Toronto and is an example of what is possible when we strive for housing ambition,\u201d he said.\u00a0<\/p>\n “The CMHC’s ongoing commitment to the Apartment Construction Loan Program is essential to building affordable rental homes, which this community and Toronto desperately need,\u201d added Medallion Corporation\u2019s CFO, Scott Cryer.<\/p>\n The ACLP is part of a broader $115 billion National Housing Strategy aimed at expanding Canada\u2019s housing supply across the full spectrum of need. Since launching, the program has committed more than $23 billion in loans to support over 59,000 new rental units nationwide. Vivant on Bedford Park joins a growing list of projects using the program to deliver stable, long-term rental housing in high-demand urban areas, with a focus on middle-income households and growing urban centres like Toronto. Vivant is also one of six new rental buildings Medallion aims to deliver soon across the GTA, with other projects underway in Toronto, Ajax, and Oshawa.<\/p>\n Recent updates to the ACLP have extended its reach and flexibility, allowing applications for student and seniors housing while removing minimum energy or accessibility thresholds in favour of broader affordability and social outcome targets. With Medallion\u2019s project now under construction in North York, the funding is helping accelerate the delivery of purpose-built rentals while minimizing taxpayer burden through fully repayable low-interest loans.<\/p>\n The site spans 3101 and 3157 Bathurst Street, occupying the full block along the east side of Bathurst between Douglas Avenue and Bedford Park Avenue. Covering an area of 2,823m\u00b2, the southern portion of the site housed a six-storey office building, vacant for approximately a decade, which was demolished this Spring. Located in the Ledbury Park neighbourhood of North York, the site is three blocks north of Lawrence Avenue West. There are TTC bus routes along Bathurst and Lawrence, with the site approximately 1.6km, or a 23-minute walk, from Lawrence West station on University Line 1.<\/p>\n The site was first rezoned in 2012 to permit a 9-storey mixed-use building containing a seniors\u2019 residence and office space. After efforts to secure a seniors housing operator were unsuccessful, Medallion shifted the program and pursued a Minor Variance in 2020 to convert the use to standard rental apartments. Approved in late 2021, the proposal has undergone multiple rounds of Site Plan Approval revisions, with updated plans and studies submitted between 2020 and 2025.<\/p>\n With zoning in place, Brown Dryer Barristers & Solicitors recently submitted a revised Site Plan Approval application to the City of Toronto on behalf of the developer to cover the final details. Rising to 31.1m, it will contain 159 purpose-built rental units within a total Gross Floor Area of 13,930m\u00b2, for a Floor Space Index of 4.98. The design includes two elevators, translating to an approximate ratio of one elevator per 80 units, indicating prompt response times.<\/p>\n Below grade, a two-level underground garage would provide 97 parking spaces for residents and 35 for visitors. For cyclists, there would be 98 long-term and 25 short-term spots.\u00a0<\/p>\n Larger-scale redevelopment is also proposed nearby, with redevelopment of the Lawrence Plaza site<\/a> at the northwest corner of Bathurst and Lawrence proposing seven towers ranging from 12 to 40 storeys.
