About one-fourth of construction labor in the U.S. is foreign-born, and the share is even higher in trades like concrete, roofing and framing.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span>Skilled immigrant workers sit in limbo due to outdated visa caps and restrictive pathways. If the U.S. is serious about building back better, it must first build smarter immigration systems: trade-specific visas, cross-border credentialing and partnerships with vocational schools abroad.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<h3 class=\"standard-heading\"><span><span><span><strong><span><span>DEI: An untapped reservoir<\/span><\/span><\/strong><\/span><\/span><\/span><\/h3>\n<p><span><span><span><span><span><span>Let\u2019s address another blind spot: diversity.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span>Only 11% of <\/span><\/span><\/span><\/span><\/span><\/span><a rel=\"nofollow noopener\" href=\"https:\/\/www.bls.gov\/spotlight\/2022\/the-construction-industry-labor-force-2003-to-2020\/home.htm\" target=\"_blank\"><span><span><span><span><span><span><span><span>construction workers are women<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/a><span><span><span><span><span><span>, according to the BLS. Black workers make up about 5%. LGBTQ+ representation and support remain almost invisible. Yet, we talk about labor shortages as if it\u2019s a supply problem, not a systemic exclusion problem.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span>The myth that \u201c<\/span><\/span><\/span><\/span><\/span><\/span><a rel=\"nofollow noopener\" href=\"https:\/\/www.constructiondive.com\/news\/round-table-do-people-not-want-to-work-construction-anymore\/636271\/\" target=\"_blank\"><span><span><span><span><span><span><span><span>people don\u2019t want to work in construction<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/a><span><span><span><span><span><span>\u201d ignores the lived reality of millions who were never welcomed in the first place.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span>Imagine instead an industry designed around working mothers, second-chance citizens, rural talent, neurodivergent problem-solvers and veterans.\u00a0<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span>To fix the labor shortage, the industry must first fix itself. That means real investment in community college trade programs, wraparound childcare, inclusive mentorship and pay equity. Not performative DEI, but foundational transformation.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span>Construction has long suffered from boom-bust cycles. When markets tighten, training is the first to go. Subcontractors churn. Apprenticeships are delayed. It\u2019s a recipe for fragility. The shift must be from cost-first to capacity-first planning.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span>Public owners, from city transit agencies to federal infrastructure programs, should mandate workforce development spending on every capital project.
