{"id":32490,"date":"2025-09-26T09:19:02","date_gmt":"2025-09-26T16:19:02","guid":{"rendered":"https:\/\/essential.construction\/news\/how-transit-leaders-learned-to-handle-multibillion-dollar-megaprojects\/"},"modified":"2025-09-26T09:19:02","modified_gmt":"2025-09-26T16:19:02","slug":"how-transit-leaders-learned-to-handle-multibillion-dollar-megaprojects","status":"publish","type":"post","link":"https:\/\/essential.construction\/news\/how-transit-leaders-learned-to-handle-multibillion-dollar-megaprojects\/","title":{"rendered":"How transit leaders learned to handle multibillion-dollar megaprojects"},"content":{"rendered":"<p> [ad_1]<br \/>\n<\/p>\n<div>\n<p><span><span><span><span><span><span>\u201cWe are all dealing with infrastructure that is aging,\u201d said Massachusetts Transportation Secretary Monica Tibbits-Nutt, who moderated a panel on megaprojects at this year\u2019s American Public Transportation Association conference in Boston, where leaders talked through the challenges and lessons learned from these multibillion-dollar endeavors. \u201cWe are dealing with communities that are changing, and these are the types of projects that help shape our communities and our economies.\u201d<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span>One of those big construction programs is the $16 billion <\/span><\/span><\/span><\/span><\/span><\/span><a rel=\"nofollow noopener\" href=\"https:\/\/www.transportation.gov\/buildamerica\/projects\/hudson-river-tunnel-project-between-new-york-and-new-jersey\" target=\"_blank\"><span><span><span><span><span><span><span><span>Hudson Tunnel project<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/a><span><span><span><span><span><span>, which involves building nine miles of passenger rail track between New York and New Jersey, a new twin-tube tunnel under the Hudson River and renovating the existing 115-year-old tunnel. The tunnels carry some <span><span>200,000<\/span><\/span> Amtrak and New Jersey Transit riders into and out of Manhattan every day.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span>Thomas Prendergast, chief executive officer of the Gateway Development Commission, called the Hudson Tunnel project \u201ca mega-program on steroids.\u201d\u00a0<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span>The <\/span><\/span><\/span><\/span><\/span><\/span><a rel=\"nofollow noopener\" href=\"https:\/\/www.gatewayprogram.org\/aboutgateway.html\" target=\"_blank\"><span><span><span><span><span><span><span><span>Gateway Development Commission<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/a><span><span><span><span><span><span>, established in 2019 by New York and New Jersey, oversees the Hudson Tunnel project, which Prendergast said includes 10 separate projects, each over $1 billion. The commission also works closely with NJ Transit, which is responsible for <\/span><\/span><\/span><\/span><\/span><\/span><a rel=\"nofollow noopener\" href=\"https:\/\/www.njtransit.com\/portal#:~:text=NJ%20TRANSIT%20and,for%20maritime%20traffic.\" target=\"_blank\"><span><span><span><span><span><span><span><span>replacing a 115-year old railroad bridge<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/a><span><span><span><span><span><span> over the Hackensack River in New Jersey that is a major source of train delays.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span>\u201cWhat makes all the projects we&#8217;re working on so complex, yet different perhaps from how things were done [in the past], is the governance framework,\u201d \u2014 a project development agreement among the stakeholders that lays out funding, risks and milestones \u2014 said NJ Transit president and CEO Kris Kolluri.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span>The project has secured the necessary funding, Kolluri said, and is on schedule and on budget. \u201cIt&#8217;s imperative to meet milestones that are tangible,\u201d he said. \u201cPeople need to see evidence that progress is being made.\u201d<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span>Prendergast concurred: \u201cThe expectation going in is that you better spend that money wisely.\u201d He also emphasized the importance of communicating and working with the communities impacted by the construction. \u201cYou have to ask for community input, and you have to mitigate those impacts in the most general and specific ways.\u201d<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span>In Honolulu, for example, a major project almost collapsed when it lost the <\/span><\/span><\/span><\/span><\/span><\/span><a rel=\"nofollow noopener\" href=\"https:\/\/algaonline.org\/page\/2024_fall_detke#:~:text=From%20the%20beginning%2C%20the%20project%20faced%20a%20lot%20of%20opposition%2C%20dissatisfaction%2C%20and%20unfortunately%2C%20mishandling%20of%20public%20funds.\" target=\"_blank\"><span><span><span><span><span><span><span><span>support of the community and local leaders<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/a><span><span><span><span><span><span>. Construction for an <\/span><\/span><\/span><\/span><\/span><\/span><a rel=\"nofollow noopener\" href=\"https:\/\/honolulutransit.org\/about\/the-project\/\" target=\"_blank\"><span><span><span><span><span><span><span><span>automated rail line<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/a><span><span><span><span><span><span> along O\u02bbahu\u2019s south shore that began in 2011 became stalled by \u201cimproperly phased\u201d archeological studies, a more than doubling of costs and a loss of faith from city leaders.\u00a0<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span>\u201cWe were the poster child for [the Federal Transit Administration] of what not to do,\u201d said Honolulu Authority for Rapid Transportation Chief Executive Officer Lori Kahikina. Even the opening of the first segment in 2023 was in question when the mayor balked at launching a rail line to a stadium that had been closed, Kahikina said.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span>\u201cWe convinced them we need to open this because the reputation of HART is so bad \u2014 to the point that people wanted us to tear this system down,\u201d she said. \u201cWe said, \u2018You need to get people used to having it. We&#8217;re not going away. We&#8217;re not tearing this down.\u2019\u201d\u00a0<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span>Residents got the message, she said. \u201cBut now we get criticized because the ridership is so low; it&#8217;s on average about 3,500 to 4,000 per day.\u201d\u00a0<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span><span><span>Kahikina is looking to the Oct. 1 opening of the second segment, which will reach Pearl Harbor and Honolulu\u2019s Daniel K. Inouye International Airport, to help increase ridership.
