Over the coming weeks, we will spotlight policy responses, innovative construction methods, and alternative housing models, while drawing attention to projects and reports that shape the way people access homes across the region.

<imgx class="image-display_default" src="https://cdn.skyrisecities.com/sites/default/files/images/articles/2025/09/59536/59536-189300.png" data-entity-uuid="insert-display_default-8419aac2-8d8a-4eb4-8b08-f7ba42ad8411" data-entity-type="file">

The shortage of attainable housing has become one of the region’s most urgent issues, with high rents and steep purchase prices affecting households across income levels. Supply has struggled to keep pace with population growth, creating uneven access and mounting pressure on renters and buyers alike. These strains underline the need for both immediate interventions and long-term strategies to ensure stable, affordable options in every community.

Governments at every level are advancing measures aimed at easing these pressures. The Province has introduced tools like the Building Faster Fund to accelerate new construction, while federal programs through CMHC are providing assistance to boost rental supply.

<imgx class="image-display_default" src="https://cdn.skyrisecities.com/sites/default/files/images/articles/2025/09/59536/59536-189251.jpg" data-entity-uuid="insert-display_default-259427a3-99db-4b08-bcc9-e1dca42e1b01" data-entity-type="file" alt="9 Shortt Street, Toronto, designed by Montgomery Sisam Architects for CreateTO" title="Affordable housing development at 9 Shortt Street, designed by Montgomery Sisam Architects for CreateTO" onclick="photo('https://cdn.skyrisecities.com/sites/default/files/images/articles/2025/09/59536/59536-189300.png', true, 'Affordable housing development at 9 Shortt Street, designed by Montgomery Sisam Architects for CreateTO'); return false;">Affordable housing development at 9 Shortt Street, designed by Montgomery Sisam Architects for CreateTO

New and revived housing models are gaining traction as part of the solution. Co-operative housing is seeing stronger interest, with proposals pointing to its potential for long-term affordability. At the same time, the City continues to advance laneway and garden suites, as well as missing middle initiatives, all aimed at expanding options within existing neighbourhoods.

Innovation in construction is also reshaping how housing can be delivered more quickly and affordably. Prefabricated and modular systems are being explored for everything from new communities to temporary shelters, while mass timber projects demonstrate the potential for sustainable mid- and high-rise development.

<imgx class="image-display_default" src="https://cdn.skyrisecities.com/sites/default/files/images/articles/2025/09/59536/59536-189250.jpeg" data-entity-uuid="insert-display_default-0907d337-7784-4ab8-a37f-9233bba64c29" data-entity-type="file" alt="185 Cummer, Toronto, designed by Montgomery Sisam Architects for City of Toronto" title="Modular housing at 185 Cummer, image by Ed Skira" onclick="photo('https://cdn.skyrisecities.com/sites/default/files/images/articles/2025/09/59536/59536-189250.jpeg', true, 'Modular housing at 185 Cummer, image by Ed Skira'); return false;">Modular housing at 185 Cummer, image by Ed Skira

Throughout October, UrbanToronto will be publishing features that examine these issues in depth, from government programs to innovative building methods and community-led models.
