Over several years, City staff conducted demographic studies, community surveys, and multiple rounds of public meetings, the feedback from which shaped a compact, stacked building concept that preserves Joyce Trimmer Park while delivering aquatic facilities, a gymnasium, studios, child care space, and community rooms.

The facility’s three-storey stacked layout reduces the building’s footprint while organizing the major recreation spaces around clear circulation paths. At grade, there is a 25-metre lap pool and adjoining leisure pool with dedicated change rooms. Above, a full gymnasium is encircled by an upper-level running track. The uppermost floor also includes dance and fitness studios, a teaching kitchen, and multipurpose program rooms. The on-site child care centre adds capacity for 62 children across five playrooms, with three dedicated outdoor yards.

<imgx class="image-display_default" src="https://cdn.skyrisecities.com/sites/default/files/images/articles/2025/11/59876/59876-191170.jpg" data-entity-uuid="insert-display_default-7cd9e51c-339b-4871-9f3f-8c91d85101e0" data-entity-type="file" alt="Rouge Valley Community Recreation Centre, designed by Perkins&Will for the City of Toronto" title="Interior during construction, image by City of Toronto" onclick="photo('https://cdn.skyrisecities.com/sites/default/files/images/articles/2025/11/59876/59876-191170.jpg', true, 'Interior during construction, image by City of Toronto'); return false;">Interior during construction, image by City of Toronto

Designed by Perkins&Will, the building features large areas of curtain wall glazing and aluminum cladding. Views out to the park are framed by tall window openings, while the roof alternately features panels that combine photovoltaic and thermal functions to produce electricity and capture heat simultaneously, and a green roof terrace. Additional solar modules are integrated into the spandrel panels and mounted on bifacial canopies in the parking area to draw energy from both direct sun and reflected light.

The centre is built as an all-electric facility, removing combustion-based systems and relying on a suite of high-efficiency technologies to meet the demands of an aquatic and gymnasium program. Air-source heat pumps manage year-round heating and cooling, supported by a high-performance envelope. Mechanical systems further cut consumption through advanced air-handling units capable of recovering most of the heat from exhaust air streams, lowering operating loads and helping the building achieve Zero Carbon Building Certification.

<imgx class="image-display_default" src="https://cdn.skyrisecities.com/sites/default/files/images/articles/2025/11/59876/59876-191173.jpeg" data-entity-uuid="insert-display_default-e68e0631-763b-473d-9b3e-40cb27871a49" data-entity-type="file" alt="Rouge Valley Community Recreation Centre, designed by Perkins&Will for the City of Toronto" title="Looking north to the Rouge Valley Community Recreation Centre, designed by Perkins&Will for the City of Toronto" onclick="photo('https://cdn.skyrisecities.com/sites/default/files/images/articles/2025/11/59876/59876-191173.jpeg', true, 'Looking north to the Rouge Valley Community Recreation Centre, designed by Perkins&Will for the City of Toronto'); return false;">Looking north to the Rouge Valley Community Recreation Centre, designed by Perkins&Will for the City of Toronto

“At 94,000 square feet and with pools, a gymnasium, child care centre, dance and fitness studios and more, this facility is an exciting milestone to help bring Scarborough residents together and build an even healthier community,” said Shan.

Construction started in February, 2022. Structural steel rose over the gymnasium, and glazing advanced through 2023 and 2024. Mechanical and electrical systems, pool tiling, exterior cladding, grading, and solar installations were completed in the final months of work, leading to construction wrap-up in September, 2025.
