A dual-tower proposal for an upcoming phase at Concord Park Place has been revised with a major height and density boost, as Concord Adex<\/a> returns to the City of Toronto with a resubmission that lifts the top height to 49 storeys. The update reshapes what is known as Block 7<\/a>, a Sheppard Avenue-fronting parcel of the masterplanned community in North York, just to the east of Bessarion station on Sheppard Line 4.<\/p>\n The site on the south side of Sheppard Avenue East between Ethennonnhawahstihnen’ Lane and Billes Heights currently houses the presentation centre that Concord Adex has used to sell units in all of their recently built condo buildings here. Immediately south of the presentation is Block 9, where another two towers are planned facing Ethennonnhawahstihnen’ Park in the centre of Concord Park Place. To the immediate west, the City of Toronto’s Ethennonnhawahstihnen’ Community Centre supports many sports and recreational activities, and has a Toronto Public Library branch. The Wendat word is pronounced Etta-nonna-wasti-nuh, and means “where they had a good, beautiful life.”<\/p>\n Concord Park Place was previously the site of a vast Canadian Tire warehouse before that operation moved to Brampton. West and north of the site is Bayview Village, a neighbourhood transitioning from its low-rise interior streets to a growing band of mid- and high-rise buildings along Sheppard Avenue East. Highway 401 runs along Concord Park Place’s southern edge, and the Richmond Hill GO Train line along its eastern edge.<\/p>\n Plans for Block 7 have undergone several iterations since Concord acquired the former Canadian Tire lands. The block was initially zoned in 2013 to permit 270 units and 25,562m\u00b2 of residential and retail space, forming the basis for a 2020 concept that introduced eight-storey mid-rises<\/a> joined by a six-storey podium, with 25,562m\u00b2 of Gross Floor Area (GFA), including 2,395m\u00b2 of retail and 264 residential units.\u00a0<\/p>\n A 2023 resubmission replaced that with a pair of 28- and 36-storey towers, which topped out at 91.9m and 115.8m. There would have been 53,723m\u00b2 of residential space for 800 units, a total GFA of 56,108m\u00b2, and a Floor Space Index (FSI) of 8.51 times coverage of the 6,592m\u00b2 block.<\/p>\n The current filing represents the second resubmission of the Official Plan and Zoning By-law Amendment applications. Designed by DIALOG<\/a>, the new plan’s towers rise to 46 and 49 storeys, or 153.6m and 162.75m, anchored by a six-storey podium. Residential space climbs to 77,424m\u00b2, and total GFA to 79,573m\u00b2, the FSI rising to 12.18. Retail space has been reduced slightly to 2,149m\u00b2. The housing program grows to 1,184 units, its new mix expanding the percentage of two- and three-bedroom layouts.<\/p>\n Indoor amenities would total 1,572m\u00b2, up from 1,200m\u00b2, while outdoor amenities would total 1,785m\u00b2, reduced from 1,937m\u00b2. Each tower would contain four elevators, yielding one cab per 148 units, indicating high-speed motors would be required for adequate service, with strains to the system whenever an elevator was out of service.<\/p>\n Below grade, the garage would now extend to four levels, compared to three previously. Parking supply increases from 453 to 605 spaces, consisting of 412 resident stalls, 193 non-residential spaces, and one car-share stall. Bicycle parking grows from 610 to 947 spaces, broken down into 823 long-term residential spaces, 108 short-term spaces, and 16 spaces serving the retail component.<\/p>\n The site is directly beside the main entrance to Bessarion station. The Sheppard 85 bus stops at the corner of Sheppard and Billes Heights. Leslie Station lies about 650m to the east, while the entrance to Oriole GO station is approximately 850m to the southeast. Metrolinx plans to relocate Oriole GO northwards to just beside of Leslie station, and is also undergoing a study for the Sheppard Line 4 Subway Extension, which would improve east\u2013west connectivity across North York and into Scarborough. Cycle lanes are located on Esther Shiner Boulevard to the south, connecting to the nearby Don River trails.\u00a0<\/p>\n \u00a0<\/p>\n Block 9<\/a> immediately to the south of Block 7 is proposed at 39 and 44 storeys. To its east, King\u2019s Landing at Concord Park Place<\/a> with three towers between 19 and 31 storeys is currently wrapping up the construction process. Further east, development of the community continues with proposals at 1125 Sheppard East<\/a> for 48 and 52 storeys, and at 1181 Sheppard East<\/a> for 32 and 38 storeys. Beyond Concord Park Place, a build-out of mid- and high-rise density is occurring gradually along Sheppard Avenue East. West of the site, 680 Sheppard East<\/a> would introduce 12- and 22-storey buildings, alongside a 30-storey tower at 635 Sheppard East<\/a> and the two-tower Burbank Heights<\/a> plan at 28 and 32 storeys.<\/p>\n UrbanToronto will continue to follow progress on this development, but in the meantime, you can learn more about it from our Database file, linked below.
