Since UrbanToronto\u2019s last update on the KESKUS Estonian Cultural Centre<\/a> in June, 2025<\/a>, the three-storey structure’s steel framework has been completed, and glazing installation has begun.\u00a0Designed by\u00a0Kongats Architects<\/a> for the Estonian Credit Union in partnership with the Estonian Foundation of Canada and Tartu College, the\u00a0site is immediately north of the college’s Bloor Street tower, and west of the concurrently rising Cielo Condos<\/a>. Sitting directly above the University Line 1 and Bloor Line 2 tunnels, the building replaces a former City-owned Green P surface parking lot, restores the adjacent heritage house at 11 Madison Avenue, and brings to life a long-planned cultural hub for Toronto\u2019s substantial Estonian community.<\/p>\n Looking northeast from beside Tartu College back in July, a telescopic boom lift assists crews working on the complex angled members. The primary columns and wide-flange beams of the north and south wings are visible, while secondary framing and cross-bracing continue to be welded and bolted into place. The open webs at the roof level highlight areas where alignment checks are still underway.<\/p>\n Just to the south, at the entrance to Tartu College’s event space, a newly installed stainless-steel canopy is seen. In the future, an internal connection between the college and the cultural centre will be built just to the north.\u00a0<\/p>\n A close-up of the east elevation from August, 2025 shows the second- and third-floor steel framing advancing with metal decking across the central volume and north wing, where thousands of welded Nelson studs now prepare the structure for upcoming concrete slab pours. Below, the completed ground-floor slab spans across the site, tying into the main transfer structure above the TTC tunnels.\u00a0<\/p>\n Looking northwest toward the south wing, fresh metal deck sheets are laid out across newly installed beams. Equipment and material staging are seen below, while the restored and repurposed heritage house seen in the background will soon connect to this structure through newly cut openings at the first and second floors.\u00a0<\/p>\n Looking east in October, 2025, the intricate geometry of the U-shaped plan is visible in the staggered cantilevers and stepped floor-plates. The structure and future central POPS (Privately-Owned Publicly-accessible Space) are shaped to reflect the map of Estonia, with its surrounding building edges abstracting the country\u2019s northern, western, and eastern borders. Orange edge protection wraps the perimeters for the second and third storeys, as well as the rooftop terrace. Below, the open structural bays trace the future mid-block connection linking Madison Avenue to Huron Street. Rising behind KESKUS is Cielo Condos.<\/p>\n Concrete pours have been ongoing, and this month, at the north end of the west elevation, cladding activity is now clearly visible as plate panels and glazing begin to wrap the steel frame on the second and third floors. Newly installed sections appear both along the north elevation and in the recess beside the heritage house.\u00a0<\/p>\n With heritage work led by Robyn Huether Architect<\/a>, the masonry restoration on the house is nearly complete. Carefully matched brick and mortar detailing has been executed in line with the West Annex Heritage Conservation Plan; its original windows remain in place for now. On the ground floor slab, crated glazing panels are stored onsite, with jumbo-glass units expected to follow.<\/p>\n Reaching a final height of 17.07m, the cultural centre’s performance spaces, learning areas, retail, and courtyard POPS will come together as a new civic and community anchor in The Annex.
