The rejected projects included a mix of condominium and purpose-built rental buildings ranging from 25 to 52 storeys, with 545 proposed rental homes and 40 rental replacement units. All the numbers are detailed below.<\/p>\n<p><a rel=\"nofollow noopener\" href=\"https:\/\/urbantoronto.ca\/database\/projects\/1-st-clair-west.46914\" target=\"_blank\"><strong>1 St Clair West<\/strong><\/a><br \/>City Council refused the Zoning By-law Amendment application for <a rel=\"nofollow noopener\" href=\"https:\/\/urbantoronto.ca\/database\/projects\/1-st-clair-west.46914\" target=\"_blank\">1 through 13 St Clair Avenue West<\/a>. Proposed by <a rel=\"nofollow noopener\" href=\"https:\/\/urbantoronto.ca\/database\/companies\/slate-asset-management.25675\" target=\"_blank\">Slate Asset Management<\/a> and designed by <a rel=\"nofollow noopener\" href=\"https:\/\/urbantoronto.ca\/database\/companies\/gensler.10628\" target=\"_blank\">Gensler<\/a>, the Deer Park proposal would add a 49-storey (165.63m) residential tower atop an expanded 12-storey Modernist office building dating to 1968, with improvements planned for the existing ground-floor retail and expanded office floor-plates. The project would introduce 340 condominium units above 882m\u00b2 of retail and 7,041m\u00b2 of office space, with 24 vehicle parking spaces. Concerns from City Staff include the massing of the new portion as well as wind impacts caused by the design. Designed by <a rel=\"nofollow noopener\" href=\"https:\/\/urbantoronto.ca\/database\/companies\/dialog.23077\" target=\"_blank\">DIALOG<\/a> for <a rel=\"nofollow noopener\" href=\"https:\/\/urbantoronto.ca\/database\/companies\/concord-adex.7686\" target=\"_blank\">Concord Adex<\/a>, plans call for a pair of mixed-use condominium towers rising 48 and 52 storeys (148.72m and 160.32m) in Bayview Village. They would house 1,238 condominium units above 2,882m\u00b2 of ground-floor retail space, supported by four levels of underground garage. City Staff do not believe that proposal constitutes good planning, finding that it does not conform to the Official Plan nor the local Sheppard Secondary Plan. Council directed that, in the event of an appeal to the OLT, mediation or other dispute resolution techniques be pursued, while also authorizing the City Solicitor to take necessary steps to implement Council\u2019s decision.<\/p>\n<p><imgx class=\"image-display_default\" src=\"https:\/\/cdn.skyrisecities.com\/sites\/default\/files\/images\/articles\/2025\/12\/60095\/60095-192329.jpg\" data-entity-uuid=\"insert-display_default-be586165-d2ce-4a1e-842f-500a0f7316b8\" data-entity-type=\"file\" alt=\"1125 Sheppard Avenue East, Toronto, designed by DIALOG for Concord Adex\" title=\"1125 Sheppard Avenue East, designed by DIALOG for Concord Adex\" onclick=\"photo('https:\/\/cdn.skyrisecities.com\/sites\/default\/files\/images\/articles\/2025\/12\/60095\/60095-192329.jpg', true, '1125 Sheppard Avenue East, designed by DIALOG for Concord Adex'); return false;\"><span class=\"image-description\">1125 Sheppard Avenue East, designed by DIALOG for Concord Adex<\/span><\/p>\n<p><a rel=\"nofollow noopener\" href=\"https:\/\/urbantoronto.ca\/database\/projects\/38-50-park-road.59147\" target=\"_blank\"><strong>38\u201350 Park Road<\/strong><\/a><br \/>City Council directed the City Solicitor and appropriate City staff to attend the OLT in opposition to the Official Plan and Zoning By-law Amendment appeal for <a rel=\"nofollow noopener\" href=\"https:\/\/urbantoronto.ca\/database\/companies\/helberg-properties-ltd.51212\" target=\"_blank\">Helberg Properties<\/a>&#8216; <a rel=\"nofollow noopener\" href=\"https:\/\/urbantoronto.ca\/database\/projects\/38-50-park-road.59147\" target=\"_blank\">38\u201350 Park Road<\/a>, reaffirming the City\u2019s refusal while authorizing continued discussions with the applicant. The Rosedale proposal, designed by <a rel=\"nofollow noopener\" href=\"https:\/\/urbantoronto.ca\/database\/companies\/david-chipperfield-architects.12793\" target=\"_blank\">David Chipperfield Architects<\/a> with <a rel=\"nofollow noopener\" href=\"https:\/\/urbantoronto.ca\/database\/companies\/bdp-quadrangle.8043\" target=\"_blank\">BDP Quadrangle<\/a> as Architect of Record and heritage conservation by <a rel=\"nofollow noopener\" href=\"https:\/\/urbantoronto.ca\/database\/companies\/era-architects.7982\" target=\"_blank\">ERA Architects<\/a>, would introduce a 31-storey (107.90m) mixed-use building with 289 purpose-built rental units, including 40 rental replacement homes, alongside a small 633m\u00b2 office component. City Staff do not believe that the proposal, among other things, represents an acceptable transition to adjacent parkland. Council further authorized the City Solicitor to seek the withholding of any final OLT order should the appeal be allowed. This would mark the <a rel=\"nofollow noopener\" href=\"https:\/\/urbantoronto.ca\/news\/2025\/08\/first-chipperfield-design-toronto-proposed-park-road.59148\" target=\"_blank\">first Toronto project<\/a> for the London-based firm led by Sir David Chipperfield, incorporating a 1954 Modernist office building by John C. Parkin.<\/p>\n<p><imgx class=\"image-display_default\" src=\"https:\/\/cdn.skyrisecities.com\/sites\/default\/files\/images\/articles\/2025\/12\/60095\/60095-192327.jpg\" data-entity-uuid=\"insert-display_default-306aa359-d111-421f-9c12-1a7b075a8adf\" data-entity-type=\"file\" alt=\"38\u201350 Park Road, Toronto, designed by David Chipperfield Architects and BDP Quadrangle for Helberg Properties\" title=\"38\u201350 Park Road, designed by David Chipperfield Architects and BDP Quadrangle for Helberg Properties\" onclick=\"photo('https:\/\/cdn.skyrisecities.com\/sites\/default\/files\/images\/articles\/2025\/12\/60095\/60095-192327.jpg', true, '38\u201350 Park Road, designed by David Chipperfield Architects and BDP Quadrangle for Helberg Properties'); return false;\"><span class=\"image-description\">38\u201350 Park Road, designed by David Chipperfield Architects and BDP Quadrangle for Helberg Properties<\/span><\/p>\n<p><a rel=\"nofollow noopener\" href=\"https:\/\/urbantoronto.ca\/database\/projects\/550-eglinton-avenue-east.59110\" target=\"_blank\"><strong>550 Eglinton Avenue East<\/strong><\/a><br \/>City Council refused the Official Plan Amendment and Zoning By-law Amendment applications for <a rel=\"nofollow noopener\" href=\"https:\/\/urbantoronto.ca\/database\/projects\/550-eglinton-avenue-east.59110\" target=\"_blank\">544\u2013552 Eglinton Avenue East and 12\u201314 Bruce Park Avenue<\/a>. Proposed by <a rel=\"nofollow noopener\" href=\"https:\/\/urbantoronto.ca\/database\/companies\/dez-capital-corporation.46312\" target=\"_blank\">Dez Capital<\/a> and designed by <a rel=\"nofollow noopener\" href=\"https:\/\/urbantoronto.ca\/database\/companies\/studio-jci.19451\" target=\"_blank\">Studio JCI<\/a>, it calls for a 25-storey (89.10m) purpose-built rental building in Mount Pleasant East. The plans entail 256 market-rate rental units supported by three levels of underground parking containing 58 vehicle spaces and 283 bicycle parking spaces.
