Most recently, Swiss pharma behemoth Novartis <a rel=\"nofollow noopener\" href=\"https:\/\/www.novartis.com\/news\/media-releases\/novartis-add-radioligand-therapy-manufacturing-facility-winter-park-florida-fourth-us-serve-patients-and-advance-23-billion-investment\" target=\"_blank\">unveiled plans<\/a> to build a new radioligand therapy manufacturing facility in Winter Park, Florida, as part of a $23 billion U.S. investment pledge announced in April 2025.<\/p>\n<p>While there were outliers, Marston said a major chunk of the investments are concentrated in a few key hubs: Pennsylvania and North Carolina, which are more established, as well as emerging centers like Ohio and Texas.<\/p>\n<p>\u201cThe cities, municipalities and states, are making it attractive for businesses from a tax perspective and from a local community support perspective to go to those areas,\u201d he said. \u201cFor example, in North Carolina, it\u2019s not just tax incentives, but the community themselves. The local education \u2014 community colleges and certainly the larger private or public colleges \u2014 support the life sciences community where they offer majors and develop workers that can be sustained in these new facilities.\u201d<\/p>\n<p>Here\u2019s a closer look at some key investments in each of these hubs.<\/p>\n<h3 class=\"standard-heading\">Established: North Carolina<\/h3>\n<p>Anchored by its Research Triangle region that stretches across three major institutions, North Carolina is already home to <a rel=\"nofollow noopener\" href=\"https:\/\/www.ncbiotech.org\/transforming-life-sciences\/sectors-attention\/north-carolina-biopharmaceutical-manufacturing\" target=\"_blank\">108 biopharmaceutical<\/a> manufacturing facilities. Thanks to 2025 investment pledges, that number is set to increase.<\/p>\n<p>Novartis <a rel=\"nofollow noopener\" href=\"https:\/\/www.novartis.com\/us-en\/news\/media-releases\/novartis-breaks-ground-flagship-manufacturing-hub-north-carolina\" target=\"_blank\">broke ground<\/a> on a 700,000-square-foot flagship manufacturing hub in December. Slated to open in by 2028, the project includes a new facility in Morrisville and a new site in Durham, as well as expansion of an existing Novartis facility in Durham. The company expects to create 700 new jobs in North Carolina by 2030.<\/p>\n<p>J&amp;J is also spending big in North Carolina. In early 2025, the <a rel=\"nofollow noopener\" href=\"https:\/\/www.manufacturingdive.com\/news\/jj-boosts-us-manufacturing-55-billion\/743310\/\" target=\"_blank\">company broke ground<\/a> on a $2 billion manufacturing facility project in Wilson. The drugmaker followed that up with a <a rel=\"nofollow noopener\" href=\"https:\/\/www.jnj.com\/media-center\/press-releases\/johnson-johnson-continues-u-s-investment-with-2-billion-commitment-to-enable-manufacturing-at-state-of-the-art-north-carolina-facility\" target=\"_blank\">$2 billion deal<\/a> in September for manufacturing space at Fujifilm Biotechnologies\u2019 Holly Springs location. It also <a rel=\"nofollow noopener\" href=\"https:\/\/www.manufacturingdive.com\/news\/jj-two-multi-billion-dollar-us-plants-north-carolina-pennsylvania\/809428\/\" target=\"_blank\">recently announced<\/a> plans to build a second multibillion-dollar facility in Wilson.<\/p>\n<p>Another big player ramping up North Carolina spending is Biogen,\u00a0<a rel=\"nofollow noopener\" href=\"https:\/\/investors.biogen.com\/news-releases\/news-release-details\/biogen-announces-2-billion-manufacturing-investment-north\" target=\"_blank\">which plans to invest<\/a> an additional $2 billion in its existing manufacturing footprint in Research Triangle Park.<\/p>\n<h3 class=\"standard-heading\">Emerging: Texas<\/h3>\n<p>Everything\u2019s bigger in Texas, the saying goes, and that\u2019s true of Eli Lilly\u2019s <a rel=\"nofollow noopener\" href=\"https:\/\/investor.lilly.com\/news-releases\/news-release-details\/lilly-plans-build-new-65-billion-facility-manufacture-active\" target=\"_blank\">plans to build<\/a> a new $6.5 billion manufacturing facility in Houston, marking <a rel=\"nofollow noopener\" href=\"https:\/\/gov.texas.gov\/news\/post\/governor-abbott-announces-new-eli-lilly-manufacturing-investment-in-harris-county#:~:text=Lilly%20will%20invest%20more%20than,and%20Innovation%20(JETI)%20program.\" target=\"_blank\">one of the state\u2019s biggest<\/a> life sciences investments. Lilly expects the project will bring 615 high-wage jobs for engineers, scientists, operations personnel and lab technicians, as well as 4,000 additional jobs during construction. The facility is also significant because it will manufacture Lilly&#8217;s highly-anticipated oral GLP-1, which is <a rel=\"nofollow noopener\" href=\"https:\/\/www.pharmavoice.com\/news\/fda-drug-approval-takeda-novo-merck-lilly-2026\/808924\/\" target=\"_blank\">expected to receive approval<\/a> in March.<\/p>\n<p>With its business-friendly environment and Texas Medical Center\u2019s <span>biomanufacturing<\/span> project,\u00a0<a rel=\"nofollow noopener\" href=\"https:\/\/www.businesswire.com\/news\/home\/20220920006149\/en\/TMC-CEO-unveils-Plans-for-Growth-of-Texas-Medical-Center-as-a-Leading-Life-Science-Corridor\" target=\"_blank\">TMC BioPort<\/a>, the state proved an attractive investment location for other companies in 2025, too.\u00a0<a rel=\"nofollow noopener\" href=\"https:\/\/www.novartis.com\/us-en\/news\/media-releases\/novartis-plans-expand-its-us-based-manufacturing-and-rd-footprint-total-investment-23b-over-next-5-years#:~:text=In%20addition%2C%20the%20company%20will,company&#039;s%20focus%20on%20the%20US.\" target=\"_blank\">Novartis plans<\/a> to build two new radioligand therapy manufacturing facilities in Florida and Texas, and in October, the U.K.\u2019s AstraZeneca <a rel=\"nofollow noopener\" href=\"https:\/\/www.astrazeneca-us.com\/media\/press-releases\/2025\/AstraZeneca-opens-expanded-manufacturing-facility-in-Texas.html\" target=\"_blank\">opened an expanded manufacturing facility<\/a> in <span>Coppell<\/span> to double the production of its high blood potassium treatment, Lokelma.<\/p>\n<h3 class=\"standard-heading\">Established: Pennsylvania<\/h3>\n<p>With Philadelphia a long-established pharma <span>hotspot<\/span> and <a rel=\"nofollow noopener\" href=\"https:\/\/www.pharmavoice.com\/news\/3-up-and-coming-us-biotech-hotspots\/716641\/\" target=\"_blank\">Pittsburgh an emerging<\/a> one, Pennsylvania\u2019s life sciences sector employs 100,000 workers across nearly 3,100 companies that have secured more than <a rel=\"nofollow noopener\" href=\"https:\/\/dced.pa.gov\/newsroom\/johnson-johnson-continues-investing-in-pennsylvania-further-cementing-the-commonwealth-as-a-global-leader-in-life-science-innovation\/#:~:text=Pennsylvania&#039;s%20life%20sciences%20sector%20is,highest%20total%20in%20the%20country.\" target=\"_blank\">10,700 new life sciences patents<\/a> over the past five years.<\/p>\n<p>The life sciences industry continues to pour manufacturing investments into the state.
