The upcoming factory is part of Davie\u2019s <\/span><\/span><\/span><\/span><\/span><\/span>$3.5 billion contract with the U.S. Coast Guard<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/a> to build and deliver five polar icebreaker vessels called Arctic Security Cutters, which was finalized on May 13.\u00a0<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n Two of the ships will be built at Davie\u2019s affiliate Helsinki Shipyard in Finland, according to the <\/span><\/span><\/span><\/span><\/span><\/span>company\u2019s May press release<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/a>. The remaining three ships will be constructed at Davie\u2019s Gulf Copper facilities in Galveston and Port Arthur. The first ship delivery is expected in 2028 and the contract runs through February 2035.\u00a0<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n The award was funded through the agency\u2019s $25 billion fiscal year 2025 budget reconciliation, as part of the Coast Guard\u2019s commitment to improve acquisition and launch new technologies to revamp U.S. shipbuilding, the Department of Homeland Security stated in the press release.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n Furthermore, the deal supports the Coast Guard\u2019s modernization under its Force Design 2028<\/a>\u00a0strategy, which aims to strengthen the agency\u2019s operations and fighting capabilities, according to a December 2025 press release<\/a>.<\/p>\n Davie\u2019s contract is one of 11 that the Coast Guard has awarded to acquire ASCs, which will be used to secure critical shipping lanes and protect energy and mineral resources in the Arctic region. With an icebreaker fleet, the Coast Guard would be able to control and secure the \u201cAlaskan borders and Arctic maritime approaches, facilitate maritime commerce vital to economic prosperity and strategic mobility, and respond to crises and contingencies in the region,\u201d per the agency\u2019s press release.<\/p>\n The contract also falls under <\/span><\/span><\/span><\/span><\/span><\/span>President Donald Trump\u2019s October 2025<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span> <\/span><\/span><\/span><\/span><\/span><\/span><\/span>memorandum<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/a> to build<\/span><\/span><\/span><\/span><\/span><\/span> up to four ASC vessels<\/a> to \u201caddress urgent national security needs in the Arctic region.\u201d Currently, the Coast Guard only has two ASCs in commission, Trump stated in a fact sheet.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n Additionally, the memo issued a temporary measure for foreign-made ASCs, allowing Finland to supply the icebreaker vessels while U.S. officials work to spur domestic shipbuilding investments.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n The project also supports Trump\u2019s executive order to rebuild the domestic maritime industries<\/a> and workforce.<\/p>\n The shipyard modernization project <\/span><\/span><\/span><\/span><\/span><\/span>builds on<\/span><\/span><\/span><\/span><\/span> <\/span><\/span><\/span><\/span><\/span><\/span>Davie\u2019s commitment <\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span>under the Biden administration <\/span><\/span><\/span><\/span><\/span><\/span><\/span>to<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/a> <\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span>participate in the U.S. government\u2019s trilateral shipbuilding agreement with Finland and Canada.
