The four-year framework is set up to serve councils, housing associations, schools, NHS trusts and emergency services.

Bell Group, Fortem, Lovell, Novus, Equans, Esh Construction, RE:GEN North East and CLC Contractors have all been appointed to deliver full-service refurbishment and investment works.

This lot was reserved for principal contractors capable of delivering all workstreams covered by the framework — including plumbing, kitchens, electrical, roofing, decorating, windows, and damp & mould.

These firms were barred from going for any of the specialist trade lots 1–7, which have gone mainly to SMEs like Zenith Mechanical Services, Sunter, and PHS Home Solutions.
