Trillium Health Partners has awarded the contract to design, build, finance and maintain the Peter Gilgan Mississauga Hospital and Shah Family Hospital for Women and Children to ED+PCL Healthcare Partners.

Infrastructure Ontario (IO) and Trillium Health Partners (THP), in partnership with the Ontario government, have awarded a fixed-price contract of $13.9 billion to ED+PCL Healthcare Partners to design, build, finance and maintain the Peter Gilgan Mississauga Hospital and Shah Family Hospital for Women and Children.

The project in Mississauga, Ont., a major suburb west of Toronto, will involve the full replacement of an existing hospital site with a modern health care facility designed to meet the growing and changing health care needs of the community. Already one of the busiest hospitals in the country, Trillium Health Partners is projected to face more demand for health care than any other Ontario hospital over the next 20 years.

The project, being delivered using a progressive public-private partnership (P3) approach, will create a 22-storey, 2.8 million square-foot facility with more than 950 beds, that will feature Ontario’s first women and children’s hospital, advanced diagnostic imaging facilities, a new and expanded emergency department – set to be one of the largest in Canada – and two levels of underground parking.

Once built, the Peter Gilgan Mississauga Hospital and Shah Family Hospital for Women and Children will link patients across primary care, home care, long-term care and the community.

“The Peter Gilgan Mississauga Hospital and the Shah Family Hospital for Women and Children will serve as state-of-the-art hubs for advanced, digitally connected care – seamlessly linked across the health system, from family doctors to home and long-term care – to put people at the centre,” said Karli Farrow, president and CEO of Trillium Health Partners. “Through deep collaboration and shared purpose between THP, IO and ED+PCL Healthcare Partners, we are prioritizing the patient and provider experience while maximizing efficiency and cost effectiveness.”

In March of 2023, Infrastructure Ontario and THP signed a Development Phase Agreement with ED+PCL Healthcare Partners. During that stage, ED+PCL Healthcare Partners worked collaboratively with IO and THP, as well as with the Ministry of Health, to advance the design and confirm pricing. With the P3 contract awarded, and financial close of the project achieved with ED+PCL Healthcare Partners and equity partners Fengate Asset Management and Plenary Americas, the joint venture company is now on site to redevelop the hospital. Construction is expected to be complete in 2033.

The ED+PCL Healthcare Partners team includes applicant leads ED+PCL Healthcare Partners; a design team of Parkin Architects, Adamson Associates and Jodoin Lamarre Pratte architectes; and the construction team being a joint venture between EllisDon Corporation and PCL Constructors Canada Inc. EllisDon Capital and PCL Investments Inc. are the financial advisors on the project.
