One effect of Toronto’s urgent housing shortage has been to push various construction advances to the forefront. As developers and policymakers look for faster, more sustainable solutions, panelized and precast systems are emerging as a practical alternative. Modular and prefabricated construction are among the most proven innovations, with the federal government committing $25 billion through the Build Canada Homes initiative to expand factory capacity and target 500,000 new homes each year, double the current output.

Modular construction promises significant gains: buildings can rise faster at lower costs, and factory-controlled production reduces both material waste and greenhouse gas emissions. These advantages have made modular a global focus, with governments viewing it as a tool to tackle productivity declines and an aging construction workforce.
