The four-year Capital Works (Construction) Framework runs to December 2029 and will be used to deliver individual projects typically up to £6m, with flexibility to push beyond that threshold where complexity and risk justify it.

Projects will range from planned and capital maintenance on council buildings and schools through to highways structures, public realm upgrades, drainage and flood prevention works.

Cumberland said the framework is designed to streamline procurement, give clearer forward visibility through a published project pipeline and reward strong delivery through KPI-linked scoring adjustments.
