Bazis is seeking zoning permission to replace a Dollarama property and neighbouring retail plaza with two adjacent mixed-use condominium towers on the west side of Mount Pleasant Road just south of Eglinton Avenue East. Designed by Rosario “Roy” Varacalli, the proposals call for a 36-storey building at 732 Mount Pleasant Road and a 56-storey building at 750 Mount Pleasant Road, within a short walk of Mount Pleasant station on Eglinton Line 5.

Filed as separate rezoning applications, the side-by-side projects form part of a broader block planning exercise in an area experiencing rapid densification. The submissions arrive as discussions continue between Bazis, the Toronto District School Board (TDSB), and Toronto Lands Corporation regarding the potential future redevelopment and expansion of Eglinton Junior Public School, which has faced capacity pressures amid significant residential growth in the Yonge-Eglinton area. The applications add to a growing cluster of approved and proposed towers surrounding Mount Pleasant station.

The properties are within the Mount Pleasant West neighbourhood and Yonge-Eglinton Secondary Plan area, where a traditional low-rise commercial strip is increasingly giving way to higher-density redevelopment. The southern application concerns 732 Mount Pleasant Road, a 1,560m² property occupied by a single-storey Dollarama building with surface parking behind it.

Immediately north, the larger 2,339m² 750 Mount Pleasant Road site (comprised of 744 through 758 Mount Pleasant Road) is occupied by a single-storey retail plaza set behind a surface parking lot. The property is directly south of Eglinton Junior Public School.

Unlike its northern neighbour, 732 Mount Pleasant Road has not been the subject of a previous major redevelopment approval. The current rezoning application was submitted concurrently with the proposal for 750 Mount Pleasant Road, with planning materials indicating the tower’s positioning and massing were coordinated to achieve appropriate separation distances.

The 750 site has a more extensive planning history. In July 2021, Bazis submitted a rezoning application proposing a 35-storey mixed-use building. City Council approved the proposal in July 2022, permitting a 125.94m-tall building containing 487 residential units and approximately 32,300m² of Gross Floor Area (GFA). The approval included community benefits, public realm improvements, a publicly accessible mid-block pedestrian connection, and provisions encouraged coordination with the TDSB and neighbouring landowners. The current application replaces that approved proposal with a substantially larger one thet reflects updated growth policies.

At 732 Mount Pleasant Road, Bazis proposes a 36-storey mixed-use building rising 124m. The building would consist of a four-storey podium supporting a 32-storey tower with an approximately 834m² floor-plate and retail frontage at grade.

The proposal contains 27,585m² of GFA, including 27,520m² of residential space and 65m² of retail space, resulting in a Floor Space Index (FSI) of 17.7 times coverage of the site. A total of 396 condominium units are proposed, comprising 244 one-bedroom, 112 two-bedroom, and 40 three-bedroom units, with 12 one-bedroom suites designed for future conversion to larger layouts. The building would be served by five elevators, equating to approximately one elevator for every 79 units, indicating good response times.

Residents would have access to 1,584m² of amenity space, including 1,134m² indoors and 450m² outdoors. Two underground parking levels would accommodate 27 resident parking spaces and five visitor spaces, supplemented by a pick-up and drop-off space. Bicycle facilities would include 356 spaces, comprising 302 long-term and 54 short-term spaces, along with a bicycle repair station.

At the neighbouring 750 Mount Pleasant Road site, Bazis proposes a substantially taller 56-storey mixed-use tower reaching 185m. The building would rise from a four-storey podium containing retail, topped by a tower with an approximately 834m² floor-plate. Compared with the 2022 approval, the tower has been shifted northward to create better separation distance from the proposed tower immediately to the south.

The revised proposal would deliver 42,159m² of GFA, including 42,094m² devoted to residential uses and 65m² of retail space, resulting in an FSI of approximately 18.0 times site coverage. The building would contain 618 condominium units, including 392 one-bedroom units, 164 two-bedroom units, and 62 three-bedroom units, with 42 one-bedroom suites designed for future conversion to larger family-oriented layouts. Five elevators would serve the building, resulting in an elevator-to-unit ratio of roughly one cab for every 124 units indicating potentially long wait times unless particularly high speed motors are acquired.

Amenity offerings would total 2,472m², including 2,090m² indoors and 382m² outdoors. Parking would be provided within two underground garage levels containing 67 resident spaces and eight visitor spaces, complemented by a pick-up and drop-off area. A total of 368 bicycle parking spaces are proposed, including 306 long-term and 62 short-term spaces.

The redevelopment proposals arrive during ongoing discussions between Bazis, Toronto Lands Corporation, and the TDSB regarding the future of Eglinton Junior Public School at 223 Eglinton Avenue East. In October 2024, Toronto Lands Corporation approved amendments to a previously negotiated land exchange framework with Bazis that would increase the size of a proposed replacement school from approximately 120,000ft² to 145,000ft². The revised agreement would require Bazis to fund the Board’s advocate architect and establish timelines intended to deliver a completed replacement school by 2035 under the preferred scenario.

While those discussions concern separate lands and are not part of the current rezoning applications, they remain an important backdrop to development activity in the area. Planning materials note that TDSB pupil yield figures were still being finalized as recently as March, 2026. 

Between the two proposals, a proposed mid-block connection would extend westward toward Brownlow Avenue, providing a pedestrian relationship with the school lands to the north. Both sites benefit from strong transit connectivity within the Mount Pleasant Protected Major Transit Station Area. Mount Pleasant station is located roughly 100m to 170m from the properties. Eglinton station, which provides access to Line 1 as well as Line 5, is approximately 650m to the west. Surface transit service is also available on the two main streets here. Cycling infrastructure includes raised cycle tracks along Eglinton Avenue East and the signed cycling route on Broadway Avenue, which connects to the Kay Gardiner Beltline Trail and Sunnybrook Park Trail.

The proposals join a growing concentration of high-rise development activity. Nearby projects include the proposed 27-storey 733 Mount Pleasant Road to the east, the 61-storey 808 Mount Pleasant Road to the north, and the proposed 60- and 65-storey towers at 245 Eglinton Avenue East. Additional applications include the 21-storey 181 Eglinton Avenue East and 52-storey 191 Eglinton Avenue East to the northwest, the 21-storey Briton House expansion and 45-storey 226 Soudan Avenue to the south, and the proposed 60-storey 54 Brownlow Avenue and 55- and 60-storey towers at 61 Brownlow Avenue to the west.
