Twelve development applications cleared City Council in July , 2025 in Etobicoke, Midtown, and Downtown Toronto, paving the way for over 4,000 new housing units. The approved projects range in height from a 12-storey infill to a 63-storey tower and introduce new public amenities, including a 1,000m² park at Spadina Avenue and Adelaide Street West.

Here’s a closer look at what was approved:

Downtown & Parkdale

101 Spadina Avenue
City Council has approved an increase in the height and density of 101 Spadina, previously  approved at 39 storeys and now approved at 50. Designed by AUDAX architecture with Turner Fleischer Architects as Architect of Record for Devron Developments, the 171.35m tower would include 452 condominium units and contribute to a new 1,000m² public park at the southeast corner of Spadina and Adelaide.

2 Cawthra Square
Approval was granted for a 63-storey mixed-use development at 2 Cawthra Square immediately to the east of Barbara Hall Park in Toronto’s Church-Wellesley Village, featuring condominium units, rental replacement housing, and a two-storey community space. The tower is designed by ZAS Architects for BV Realty Partners and includes a 475m² community component delivered as an in-kind contribution under the Planning Act.

126 Avenue Road
Council has approved a proposal for 126 Avenue Road, an 11-storey mixed-use development at the northwest corner of Avenue and Bernard in The Annex. Designed by Icon Architects for Taheri Development, the building would rise 41.14m and include condominium units, rental replacement housing, and ground-floor retail. The approval also covers the Rental Housing Demolition application and permits demolition and new construction on designated heritage properties.

Radiator
City Council approved Radiator, a development of buildings rising between 9 to 29 storeys at the northwest corner of Dufferin Street and Melbourne Avenue in Parkdale. Designed by Sweeny &Co Architects for a joint venture between Hullmark and BGO (BentallGreenOak), the project would bring 768 residential units to the site, which includes heritage-designated elements.

Midtown Toronto

25 Imperial Street
City Council approved Zoning By-law amendments for 25 Imperial Street, a 21-storey condominium and live/work building designed by BDP Quadrangle for Resident (formerly Plaza Partners). The building would rise 72.25m with 247 residential units. Approval is conditional, subject to updated wind mitigation requirements and parkland dedication obligations.

1711–1741 Eglinton Avenue West
Planning approval was secured for 1711–1741 Eglinton Avenue West, a 39-storey mixed-use condominium designed by KIRKOR Architects for Shelborne Capital, a short walk from Fairbank station on Eglinton Line 5. The tower would rise 135.65m with 427 units, including 8 rental replacement units, up from 134.35m and 423 units. The approval incorporates recommendations related to wind mitigation and parkland.

1675–1685 Eglinton Avenue West
Forming a tandem proposal with the adjacent 1711-1741 Eglinton West, approval was granted for 1675–1685 Eglinton Avenue West, a 37-storey, 129.75m high mixed-use development with 75 rental replacement units, designed by KIRKOR Architects for Shelborne Capital, a marginally longer walk from Fairbank station on Eglinton Line 5. Policies aimed at minimizing tenant displacement and Community Benefits Charges are part of the proposal.

284 Lawrence Avenue West
City Council approved a Rental Housing Demolition application for 284 Lawrence Avenue West just east of Avenue Road. The pair of 14-storey, 665 condo-unit, mixed-use buildings designed by Turner Fleischer Architects for First Capital were first proposed at 12 and 14 storeys. They were approved with 15 replacement rentals through a settlement that was ratified at the Ontario Land Tribunal.

19 Alexandra Boulevard
City Council approved Official Plan and Zoning amendments for 19 Alexandra Boulevard right at Alexandra and Yonge Street, a 13-storey seniors residence and rental replacement building designed by Montgomery Sisam Architects for Amdev Property and Rockport Group. The project includes 237 units, 31 of them secured rental replacements, along with a $950,000 Section 37 contribution, 205m² parkland dedication, and restoration of the Yonge-Alexandra gates.

West Toronto & Etobicoke

1705 Weston Road 
Council approved 1705 Weston Road a few blocks south of Lawrence Avenue in Weston, with new retail and rental replacement requirements. The 43-storey mixed-use tower, designed by Graziani + Corazza Architects for Altree Developments, would rise 146.37m with 559 residential units, including 15 rental replacement units and 6 affordable rentals. Council also approved provisions related to payments-in-lieu of bicycle parking.

1276 Islington Avenue
1276 Islington Avenue received approval for a 35-storey purpose-built infill rental tower designed by KIRKOR Architects and Planners for Ranee Management in the Islington Village area of Etobicoke. The building would rise to 114.35m and contain 363 rental units, down from 366. Council also secured protections and upgrades for the existing 202-unit rental building on site, including vehicular and bicycle parking spaces, and access to amenities.

4241 Dundas Street West
Approval was granted for 4241 Dundas Street West, a 12-storey mixed-use condominium building designed by Jahan Mehr Architects for Marlin Spring Developments. The building would rise 43.3m and contain 318 condo units, up from 274 units, 10 storeys, and 36.85m. The site spans three properties between Royal York Road and Prince Edward Drive at the north end of The Kingsway neighbourhood.
