The 975-acre East Hemel scheme will ceate two new neighbourhoods with a wide mix of homes, including significant affordable provision, supported by four schools, health and community facilities, local centres and play spaces.
More than a third of the land will be green space, including a new 63-hectare country park and a south valley park linked by walking and cycling networks.
The scheme also includes 1.8m sq ft of employment space, anchored by an innovation hub expected to generate thousands of jobs.
Plan span both St Albans City & District Council and Dacorum Borough Council and form a major plank of the Hemel Garden Communities programme, which aims to deliver up to 11,000 homes and thousands of jobs by 2050.
Rob Chesworth, head of strategic land at The Crown Estate, said East Hemel offers a rare chance to create a place that will serve the people of Hertfordshire for generations.
Detailed designs will come forward through later reserved matters applications once the outline principles and site parameters are agreed.
