The South Derbyshire District Council scheme will replace the existing Green Bank Leisure Centre and council offices as part of a wider town centre regeneration push.
BAM and Bowmer & Kirkland are understood to chasing the build contract for the complex which was designed by CPMG Architects.
The leisure element will include a six-court sports hall, two swimming pools, fitness suite and multi-purpose studios, while new civic offices will be provided over three floors, with meeting rooms and open-plan workspace overlooking surrounding parkland.

The design includes timber features, landscaping by Ares Landscape Architects and large areas of glazing to connect indoor and outdoor spaces.
The all-electric building will use air source heat pumps and roof-mounted solar panels, cutting around 26 tonnes of CO2 a year.
