It was recently announced that a consortium involving Pomerleau, Aecon and Stantec has been selected to develop and deliver the Government of Canada’s Arctic Over-the-Horizon Radar (A-OTHR) project, representing a significant undertaking aimed at overhauling NORAD infrastructure, thereby strengthening the country’s national sovereignty.
Alternative delivery model
Developed under a collaborative Integrated Project Delivery (“IPD”) model, the alternative approach intends to ensure that all phases of construction and development move along with the support of close collaboration and communication among all stakeholders involved. And it’s one that Philippe Adam, President and CEO of Pomerleau, believes will set a standard for similar projects going forward.

Construction set to begin
A validation phase is set to commence shortly. And once complete, following the execution of the design development phase, ground will be broken and construction will begin, signifying the start of another critical infrastructure project in Canada.
