A new Site Plan Approval (SPA) submission has been filed with the City of Toronto for Stanford Homes’ redevelopment proposal at 645–655 Northcliffe Boulevard, following a settlement that dramatically transformed it from its original 15 storey plan to a 42 storey one, following the establishment of Protected Major Transit Station Areas (PMTSAs) where higher densities are encouraged. Located steps from the upcoming Eglinton Line 5’s Fairbank station at Dufferin Street, the SPA submission reflects technical updates to the plan since the proposal’s City Council–endorsed Zoning By-law Amendment settlement from July, 2025.
PMTSAs are planning frameworks that permit higher density and reduced parking near rapid transit. In this case, the designation supported nearly tripling the height, and the resulting increase from 159 to 336 condominium units, and a sharply reduced parking supply.
The assembly occupies the east side of the street between Eglinton Avenue West and Vaughan Road, formerly comprising six one-storey houses on the combined parcel. Now cleared following demolitions in 2024, the lot backs onto a public lane that wraps around its north and east edges, with adjacent uses including low-rise homes, mid-rise residential buildings, and the surface parking area for Saint Thomas Aquinas Catholic School.
The redevelopment first emerged in 2021, when Stanford Homes filed a Zoning By-law Amendment for a 15-storey residential building and took the application to the Ontario Land Tribunal (OLT) the following year, after no decision was issued. With the appeal to the OLT made, the proponent and the City continued to talk, during which time the upcoming PMTSA designation for the area was declared, allowing the proponent to build much more than the originally asked for. In July, 2025, City Council adopted a settlement supporting a 42-storey tower and directing staff to back the proposal at the OLT appeal. The settlement was ratified at the OLT, pending compliance with various technical issues. WND Associates has now resubmitted the Zoning By-law Amendment application on behalf of the developer to address the OLT’s conditions clearance requirements.
Designed by Superkül, the revised plans are for the 42-storey tower rising 143.35m high, up from 54.35m. The massing shifts from an 8-storey base and stepped 15-storey to rise to a slimmer tower profile with updated setbacks and a reworked podium, responding to tall-building guidelines and the PMTSA. Residential uses would now occupy the entirety of the built form above grade, while a 131m² non-residential space was added at street level at the northwest corner, fronting Northcliffe Boulevard.
For a building now boasting 336 condo suites, circulation would be provided by three elevators, yielding a ratio of one elevator per 112 units, indicating that high-speed motors would be required for adequate service. Total Gross Floor Area jumps from 11,037m² to 24,053m². The density more than doubled, with the Floor Space Index rising from 10.3 to 22.4 times coverage of the 1,075m² assembly. Indoor amenity area increases to 672m², more than doubling the 326m² provided in the original application, while outdoor space rises to 354m² from the previous 260m².
The earlier plan featured two underground levels with 40 parking spaces, whereas this design calls for a single basement level with no parking spaces. Three pickup and drop-off spaces are being provided at grade. Bicycle parking rises from 248 to 369 spaces, with 302 long-term and 67 short-term spots.
The site is located about 175m southeast of the upcoming Fairbank station, roughly a three-minute walk, and approximately 375m west of Oakwood station, or about a five- to six-minute walk. Eglinton Avenue West and Dufferin Street are served by the 29 Dufferin and 32 Eglinton West bus routes.
The tower joins a rapidly intensifying stretch of Eglinton Avenue West. Immediately north, Lux Eglinton Condos is planned at 30 storeys, alongside a 37-storey proposal at 1685 Eglinton Avenue West and a 39-storey tower at 1711 Eglinton West. South of the site, 45 storeys are proposed at 775 Vaughan Road, while to the northwest, proposals include 1801 and 1812 Eglinton West at 41 and 50 storeys respectively.
