Four 23-storey residential towers have been proposed at 10-21 Four Seasons Place, on the northeast side of the Burnhamthorpe Road and Highway 427 interchange in Etobicoke’s Eatonville area. Designed by Arcadis for Fana Group (operating as Fand Burnhamthorpe Corporation), the project if approved by the City of Toronto would shift the site from commercial uses that once dominated all corners of this highway interchange.
The site spans 1.92 hectares at the west end of a cul-de-sac, just east of Highway 427 and north of Burnhamthorpe Road. Currently, it hosts four office buildings ranging from 2 to 12 storeys, with parking provided both at grade and in underground garages. The buildings would be demolished to pave the way for redevelopment amid diminishing market demand for traditional suburban workspaces. The surrounding neighbourhood features a mix of institutional, residential, and commercial uses.
Arcadis has submitted a Zoning By-law Amendment application to the City of Toronto on behalf of the developer. The proposal features four 23-storey towers, each rising 76.6m, connected by a 3-storey shared podium. Together, the towers would introduce 1,021 residential units across the site, with a Gross Floor Area of 83,697m² and a Floor Space Index of 4.36 times lot coverage on the 19,190m² site.
The towers would be spaced 25m apart, adhering to Toronto’s separation guidelines. Each floor’s plate is sized at 812m², with the application noting this is in response to growing demand for larger units, in part due to the rise in remote work. Each tower would be equipped with three elevators, approximately one for every 85 units, indicating good response times. Two underground levels are planned to offer 682 vehicular spaces for residents and 67 for visitors. The proposal also includes 695 long-term bicycle spaces and 72 short-term spots located at grade. The podium includes residential suites on its second and third levels, oriented towards the east to reduce exposure to Highway 427 to the west, while placing parking on the highway side.
The development includes 3,529m² of indoor amenities on the top two podium levels, including flexible workspaces for residents. Outdoor amenities would total 558m², featuring a central courtyard as well as green roofs atop the podium and towers.
The development dedicates 1,920m² to public parkland, marginally below the 1,925m² required by the City of Toronto. A private driveway would bisect the parkland into two segments to accommodate site access on the east end of the site. To mitigate the impact, the design incorporates a landscaped buffer along the lane intended to improve the usability of the green space.
TTC bus routes along The East Mall and Burnhamthorpe Road provide access to Kipling and Islington stations on Bloor Line 2, about 13-minute bus rides southeast of the site. Kipling offers connections to GO Train services on the Milton line, as well as MiWay routes extending connectivity to Mississauga. Cyclists benefit from nearby bike lanes along Burnhamthorpe Road and Renforth Drive, plus multi-use trails in local parks.
To the north, closer to Rathburn Road, other development proposals include 5 Capri with three 21-storey towers, 530 The West Mall with four towers ranging from 14 to 22 storeys, and 580 The West Mall at 22 storeys. Further northwest, the 21-storey 555 The West Mall is under construction, while 710, 630, and 600 The West Mall propose towers between 11 and 24 storeys.
Southwest of the site, 385 The West Mall is planned as 14- and 28-storey towers, with West Village Etobicoke featuring four towers ranging from 16 to 31 storeys. Nearby, 1 Eva Road proposes three towers between 28 and 44 storeys. South of the site, Valhalla Village Phase 1 is under construction with 11- and 30-storey towers, with Phase 2 proposed at 21 and 38 storeys, and Valhalla Town Square Phase 2 calling for two towers at 40 and 44 storeys.
